Environmental Law and Governance Specialist

The consultant will support UNEP in delivering outputs related to environmental law and governance for critical energy transition minerals in Mozambique. Tasks include drafting reports on policy gaps, developing reform recommendations, facilitating stakeholder consultations, and collaborating with UNEP and UNECA to strengthen investment readiness and environmental safeguards in the mining sector.

Responsibilities

• Draft a report on gaps and needs of Mozambique’s policies, legislative and institutional frameworks related to investment readiness in critical energy transition minerals, based on developed indicators and field research.
• Develop recommendations for reforming Mozambique’s policy, legislative and institutional frameworks for investment readiness in CETM.
• Facilitate stakeholder consultations and validation workshops with national and local stakeholders to assess frameworks and validate findings and recommendations.
• Integrate outcomes of consultations and workshops into final recommendations and provide feedback on agendas, stakeholder lists, and meeting reports.
• Draft a report on specific recommendations for enhancement of the policy package based on country readiness assessment and stakeholder feedback.
• Collaborate closely with UNEP, UNECA and stakeholders, provide regular updates on progress, and carry out other assigned tasks under the project.

Requirements

• Advanced university degree (Master’s degree or equivalent) in environmental law, natural resources law, mining law, public law, regulatory governance or a related field is required.
• A first-level university degree in law in combination with two additional years of qualifying experience in environmental law may be accepted in lieu of the advanced university degree.
• At least five years of progressively responsible experience in the field of environmental law/ policy in Mozambique is required.
• Legal and policy research, analysis or advisory work in Mozambique related to the environment, natural resources in the mining sector or related sectors is an advantage.
• Working experience with international organizations, including those in the United Nations system, or with academic institutions in the context of research and analysis, in particular in legal analysis, and expertise in independent research and review, are an advantage.
• Excellent writing and oral English language skills are required.
