Environmental Law and Governance Specialist

The consultant will support UNEP in delivering outputs related to environmental law and governance for critical energy transition minerals in Mozambique. Tasks include drafting reports on policy gaps, developing reform recommendations, facilitating stakeholder consultations, and collaborating with UNEP and UNECA to strengthen environmental and social safeguards for responsible investment in mining.

Responsibilities

• Draft a report on gaps and needs of Mozambique’s policies, legislative and institutional frameworks related to investment readiness in critical energy transition minerals, based on the indicators developed under the policy package.
• Develop recommendations for reforming Mozambique’s policy, legislative and institutional frameworks for investment readiness in CETM, based on the gaps and needs assessment report.
• Facilitate stakeholder consultations and validation workshops with national and local stakeholders to assess the impact of existing frameworks on good CETM governance for investment readiness and validate findings and recommendations for reform.
• Integrate the outcomes of consultations and workshops into the final recommendations and provide feedback on agendas, stakeholders’ lists, and meeting reports.
• Prepare and deliver presentations on the work conducted.
• Draft a report on specific recommendations for enhancement of the policy package based on the country readiness assessment and the national stakeholder consultation feedback.
• Work in close collaboration with UNEP, UNECA and stakeholders involved, provide regular updates on the progress of the activities to UNEP, and carry out any other tasks assigned under the project.

Requirements

• Advanced university degree (Master’s degree or equivalent) in geology, mining engineering, environmental engineering, environmental law, environmental policy, mining policy, natural resource governance, sustainable development, or another closely related field.
• A first-level university degree in combination with two additional years of qualifying experience in environmental law may be accepted in lieu of the advanced university degree.
• At least five years of relevant professional experience in the mining sector, environmental management, environmental or mining policy, regulatory frameworks, or natural resource governance is required.
• Experience with the environmental and/or social aspects of mining activities in Africa, including research, technical analysis, policy analysis, or regulatory review, is required.
• Demonstrated experience in reviewing, developing, or applying environmental and mining-related legislation, regulations, policies, standards, or institutional frameworks is desirable.
• Experience in Mozambique is desirable.
• Experience working with government institutions, international organizations—including organizations within the United Nations system—or academic and research institutions is an advantage.
• Demonstrated ability to undertake independent research, stakeholder consultations, analysis, and report writing is desirable.
• Fluency in written and spoken Portuguese is required.
• A good working knowledge of English is required.
