Technical Analyst in Jurisdictional REDD (Office Based)

The Technical Analyst will provide technical assistance on REDD+ safeguards, supporting the effective implementation of the FOLHA project in Brazil. The role involves advising project teams and subnational government partners on the design, implementation, and monitoring of social and environmental safeguards in the context of jurisdictional REDD+, ensuring alignment with national frameworks and international standards.

Responsibilities

• Provide technical support for the implementation of safeguard activities within the FOLHA project, ensuring alignment with ART/TREES requirements and national regulations.
• Conduct technical analyses of safeguard systems at the state level, identifying gaps and areas for improvement.
• Support alignment of state safeguard systems with ART/TREES standards and national frameworks.
• Advise subnational governments and project teams on technical and strategic considerations related to safeguard compliance.
• Monitor and evaluate the effectiveness of safeguard implementation, proposing adjustments as needed.
• Support development, review and consolidation of safeguard documentation including Safeguard Information Systems (SIS) and Safeguard Summaries.
• Review technical reports, registration documents, presentations, studies and other safeguard-related materials to ensure quality and consistency with ART/TREES requirements.
• Prepare technical notes to support final analysis of products by Amazonian states.
• Coordinate technical contributions from consultants and partners, ensuring consistency and quality of safeguard-related products.
• Develop and maintain databases with project information and other relevant data for safeguard implementation.
• Support integration of safeguard considerations into benefit-sharing mechanisms, ensuring inclusive and risk-informed approaches.
• Contribute to stakeholder engagement processes related to safeguards, including support for consultations with Indigenous Peoples and Local Communities (IPLCs/PIQCTAFs) when necessary.
• Facilitate and contribute to the development of working groups, technical trainings and workshops with participation from governments, civil society and scientific institutions on safeguard topics.
• Maintain relationships with key actors and actively participate in multisectoral processes in states, ensuring active alignment with UDAS portfolio priorities.
• Identify, strengthen and/or establish a network of government actors, private sector entities and other stakeholders around safeguard implementation and jurisdictional REDD+.
• Support design and delivery of capacity building activities on safeguards including preparation of materials and technical contributions.
• Organize and lead working groups, technical trainings and workshops on safeguards, climate finance and jurisdictional REDD+ topics.
• Provide follow-up support to stakeholders after capacity building activities.
• Develop educational materials and technical presentations on safeguards and ART/TREES requirements.
• Build capacity of relevant actors to strengthen institutional capacities in interpreting and applying safeguard standards.
• Contribute to systematization of knowledge products related to safeguards including technical notes, reports and lessons learned documentation.
• Conduct research and compile relevant technical data as needed, preparing documents and/or sections complementing, integrating and/or deepening studies and technical notes.
• Support systematization of lessons learned in project implementation throughout its execution as needed.
• Facilitate development of webinars, knowledge products and technical presentations on safeguards and jurisdictional REDD+.
• Support dissemination of good practices and innovative approaches to relevant audiences.
• Perform other functions within functional profile as necessary for efficient project operation.

Requirements

• Master's Degree or equivalent in Economics, Environmental Sciences, Agricultural Sciences, Environmental Management, Public Policy or related fields is mandatory, or Bachelor's Degree in the above fields with two additional years of qualifying experience.
• Minimum of 2 years (for Master's) or 4 years (for Bachelor's) of relevant professional experience in REDD+, social and environmental safeguards, environmental policy, climate finance or related areas, including proven experience working with subnational governments and multisectoral processes.
• Proven experience in REDD+ safeguards including design, implementation and monitoring of social and environmental safeguard frameworks in jurisdictional REDD+ context.
• Demonstrated experience working with state governments including participation in multisectoral processes.
• Experience in developing and reviewing safeguard-related documentation including Safeguard Information Systems (SIS) and Safeguard Summaries.
• Experience with Brazilian environmental policy and regulatory frameworks, particularly related to REDD+ and climate change.
• Experience identifying institutional and technical gaps and proposing practical solutions.
• Experience in capacity building, technical advisory and knowledge management.
• Experience interacting with Indigenous Peoples and Local Communities (IPLCs) in the context of safeguard processes is desirable.
• Experience working with Amazonian states and subnational REDD+ initiatives is desirable.
• Experience with ART/TREES documentation and processes (e.g., SIS, Safeguard Summaries, TCN/TRD/TMR) is desirable.
• Experience supporting the design and implementation of benefit-sharing mechanisms is desirable.
• Experience in resource mobilization and project proposal development is desirable.
• Previous experience with UNDP and/or other UN agencies is desirable.
• Experience coordinating multisectoral governance platforms (e.g., REDD+ commissions, safeguard committees, technical working groups) is desirable.
• Fluency in Portuguese is mandatory.
• Basic knowledge of English is desirable.
