See your match score & applyThe Project Associate will coordinate the operational management of the CONNECTIVITÉ TERRITORIALE project in Morocco, supporting the territorial digital transformation and governance modernization. The role involves strategic and operational project management, coordination with institutional partners, financial and administrative oversight, team leadership, and technical supervision of studies and field missions.
Responsibilities
- Manage the daily operations of the project according to the project document, annual work plan, and UNDP procedures.
- Ensure achievement of expected results within deadlines, quality standards, and budget compliance.
- Apply principles of results-based management, adaptive management, and accountability.
- Coordinate project implementation with institutional partners at national, regional, and local levels.
- Strengthen collaboration with ministries, local authorities, decentralized services, private sector, universities, media, civil society organizations, and technical and financial partners.
- Facilitate implementation of partnership agreements and promote stakeholder ownership of results.
- Ensure complementarity and coherence with similar initiatives by UNDP and other development partners.
- Identify and promote opportunities for synergies, resource pooling, and experience capitalization.
- Supervise budget planning, financial execution, and administrative monitoring according to UNDP rules and procedures.
- Prepare and monitor contracts, agreements, terms of reference, and other management documents.
- Ensure compliance with procurement, audit, risk management, and HACT framework processes.
- Lead, supervise, and motivate the project team.
- Clarify roles and responsibilities and monitor team performance.
- Identify capacity building needs and implement a skills development plan.
- Promote internal communication and a collaborative work environment.
- Prepare annual work plans, budgets, and results frameworks in consultation with partners.
- Produce required narrative and financial reports (quarterly, semi-annual, annual, ad hoc).
- Maintain risk registers, monitoring logs, lessons learned, and recommendations.
- Organize periodic project reviews and ensure implementation of recommendations.
- Develop and implement a knowledge management and capitalization strategy.
- Disseminate results, tools, studies, and knowledge products to partners.
- Identify technical expertise needs and lead the development of terms of reference.
- Supervise recruitment of consultants and service providers.
- Monitor quality and validate technical deliverables of studies, analyses, and services.
- Plan, organize, and supervise field missions in project intervention areas.
- Coordinate logistics and technical aspects of visits, meetings, and monitoring activities.
Requirements
- Bachelor's Degree - 3 years of experience OR High School certificate - 6 years of experience
- Minimum six years of relevant professional experience with a high school diploma or 3 years with a Bachelor's degree in project management, public administration, local governance, digital transformation, territorial development, or related fields.
- Experience in managing cooperation projects in public administration, local governance, or digital transformation is required.
- Good knowledge of national strategies and policies on digital transformation and local governance is required.
- Good knowledge of institutional actors at national and local levels is required.
- Good knowledge of financial institutions and bilateral and multilateral donors is required.
- Proficiency in computer tools, especially Word, Excel, PowerPoint, and internet usage is required.
- Experience within the United Nations system in Morocco is desirable.
- Good knowledge of project management tools is desirable.
- Strong teamwork skills are an asset.
- Good organizational and communication skills are an advantage.
- Fluency in Arabic and French is required.
- Knowledge of English is desirable.
