Programme Leader (Líder de Programa)

The Programme Leader will lead the implementation and coordination of the Chile Crece: TP agenda, including managing the Technical Secretariat of the Advisory Council for Technical-Professional Training. The role involves intersectoral coordination, strategic advisory, alliance building, and supporting the implementation of national education and training policies.

Responsibilities

• Coordinate implementation of the work plan for the Chile Crece: TP agenda and lead the Technical Secretariat of the Advisory Council for Technical-Professional Training, proposing adjustments to ensure timely delivery of results and products.
• Coordinate execution of priority initiatives, especially Atlas TP and Radar, including technical and methodological support for Atlas TP implementation.
• Coordinate actively with the Ministry of Labor's Subsecretariat for the Radar initiative to achieve expected results.
• Strengthen alliances, advise and maintain communication with national and international counterparts as defined in project implementation.
• Advise the Subsecretariat of Higher Education on training-labor linkage matters.
• Coordinate formation and strengthening of alliances and networks with public actors (MINEDUC, MINTRAB, MINECON), private sector (guilds and companies), training institutions (Technical-Professional Higher Education Institutions) and civil society.
• Act as direct counterpart in alliance with UNICEF (Generation Unlimited) to ensure youth participation and methodological rigor.
• Prepare reports, minutes, presentations and other documentation to report learnings, progress and methodological adjustments, ensuring consensus of the Council and populating good practices in the Atlas TP platform.
• Perform other related functions within professional profile necessary for the implementation of the Chile Crece: TP agenda and specialized advisory needs of the Subsecretariat of Higher Education.

Requirements

• Master's Degree in Social Sciences, Economics, Public Policy or related field with 7 years of relevant experience OR Bachelor's Degree with 9 years of relevant experience.
• Experience in design, management, or evaluation of public policies in the national Technical-Professional Training ecosystem, training and labor market.
• Leadership experience in the public sector at national and/or regional level related to education, training or employment.
• Experience in projects linking State, Productive Sector and educational institutions.
• Advanced skills in remote work platforms (Microsoft Teams, Zoom), cloud storage and collaborative tools.
• Advanced skills in Microsoft Office (Word, Excel, PowerPoint) and Outlook email functionalities.
• Desirable: at least 12 years of relevant work experience.
• Desirable: at least 5 years coordinating or managing seminars, technical tables, multisectoral working groups related to the position.
• Experience in national systems for evaluation and certification of labor competencies.
• Experience in leadership, executive secretariat or technical advisory roles in Advisory Councils or ministerial commissions focused on Technical-Professional Training.
• Experience in Technical-Professional Higher Education Institutions.
• Experience in quality assurance systems of higher education.
• Experience providing expert advice to international and multilateral organizations.
• International specialization certifications in critical project areas such as Leadership in Technical Education, Economics and Strategic Dialogue and Negotiation Tools.
• Experience with Qualification Frameworks through expert groups, international seminars or commissions.
• Technical publications, research development or participation as speaker in intersectoral or international forums on Technical-Professional Training and employment competencies.
• Experience leading and articulating technical work and managing diverse groups including private, academic and civil sectors.
• Fluency in Spanish required.
• Advanced English desirable.
• Certification of experience with required tools will be requested.
• Willingness to travel mainly within Chile.
