The Programme Analyst is responsible for managing a portfolio within the Environmentally Sustainable Development Unit, providing analyses on political, social and economic trends, leading formulation, management and evaluation of programme activities, and providing policy advice services. The role involves collaboration with UNDP teams, government officials, donors, and civil society to ensure successful programme implementation.

Responsibilities

  • Ensures implementation of Programme strategies focusing on achievement of results including analysis and research of political, social and economic situation and preparation of substantive inputs to corporate documents.
  • Participates in effective management of the CO programme within the practice area specialization assigned focusing on quality control from formulation to implementation of the country Programme.
  • Design and formulation of parts of CO programme, project initiation, presentation to PAC, coordination of budget and project oversight.
  • Financial and substantive monitoring and evaluation of projects, identification of operational and financial problems, development of solutions, participation in audit of projects, preparation of reporting inputs.
  • Supports creation of strategic partnerships and implementation of resource mobilization strategy including analysis of donors and identification of cooperation opportunities.
  • Provides advisory services to the Government and facilitates knowledge building and management including identification and synthesis of best practices and organization of training.
  • Supports effective management and coordination of programme planning and implementation including budget planning, monitoring, financial forecasts, resource mobilisation and compliance.
  • Performs other duties within functional profile as necessary for efficient project functioning.

Requirements

  • Advanced university degree (master's degree or equivalent) in Environment, Management, Social Sciences, Business Administration, or related field is required, or a first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services on environmental issues and hands-on experience in design, monitoring and evaluation of sustainable development projects in Brazil, preferably in the environment and/or climate change fields.
  • Experience in identification and communication on relevant information on environmental issues based on hands-on experience in design, implementation, monitoring and/or evaluation of sustainable development projects.
  • Experience in information technology and applies it in work assignments.
  • Experience in implementation of traditional people and/or community-based projects in Brazil.
  • Experience in programme/project management within the UN system or other international development organisations.
  • Experience with international environmental funds policies and operations such as GEF and GCF.
  • Experience in resource mobilisation, donor engagement and preparation of funding proposals or donor reports.
  • Experience in partnership building with government institutions, development partners and/or civil society organisations.
  • Experience in UNDP financial rules, policies and procedures, including budgeting, delivery monitoring and audit processes.
  • Experience in producing high-quality written outputs such as reports, briefs, concept notes.
  • Experience using RMB tools.
  • Fluency in Portuguese and English is required.
  • Working knowledge of other UN language is desirable.
