Energy Audit Analyst, NPSA-9, DS - Kyiv, National Position

The Energy Audit Analyst will ensure that sub-projects under the UPBEE Programme comply with energy performance requirements. The role involves advising municipalities on energy efficiency, reviewing energy audits, overseeing implementation of recommendations, and providing technical advisory support on renewable energy solutions.

Responsibilities

• Advise on energy efficiency indicators and requirements under the UPBEE Programme to ensure proper measurement of energy savings in the long term.
• Contribute to the UPBEE Programme communication strategy and action plan.
• Advertise the UPBEE Programme at various thematic events and meetings with local authorities.
• Cooperate with final beneficiaries regarding sub-project preparation and provide guidelines during the application process.
• Organise meetings with municipal representatives to promote the UPBEE Programme and clarify requirements.
• Provide in-depth advisory on improving energy performance and energy efficiency, including technical and economic feasibility.
• Review application documents under the UPBEE Calls for Proposals for verifying relevance of energy efficiency measures and compliance.
• Review existing operational characteristics of buildings, documentation and management practice.
• Conduct analysis of existing energy performance, verify issued energy certificates and audit reports.
• Collect and analyze data to determine total energy consumption and performance indicators.
• Prepare energy audit reports with recommendations and energy-saving action plans.
• Support municipalities in procurement of energy audits when requested.
• Issue energy certificates if requested.
• Perform quality assurance and compliance checks for technical designs including energy efficiency requirements.
• Perform verification site visits to ensure sub-projects correspond with energy efficiency requirements and technical designs.
• Support monitoring of construction works against timing, volume and quality according to approved design documentation.
• Provide inputs to regular reporting including project progress, annual and monthly operational reports.
• Provide technical advisory support to Project Manager and team in energy efficiency.
• Consult UPBEE Programme partners and beneficiaries on integrating renewable energy solutions into technical designs.
• Perform other duties as necessary for efficient functioning of the Office and Organization.

Requirements

• Advanced university degree (Master’s degree or equivalent) in Energy Management/ Audit, Engineering or related field is required or a first-level university degree (Bachelor`s degree) in the areas mentioned above in combination with 2 additional years of qualifying experience can be accepted in lieu of Master’s degree.
• Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of proven experience in conducting energy audit and other related areas.
• Excellent usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages.
• Working experience in conducting energy audits in public buildings would be an asset.
• Familiarity with national legislation in the area of construction, norms and standards of construction works.
• Experience in the field of engineering supervision and/or monitoring is an advantage.
• Knowledge of renewable energy solutions would be an advantage.
• Experience in working with local communities and/or local authorities would be an asset.
• Experience in working with international organizations or/and for technical assistance projects would be an asset.
• Qualification certificate of energy auditor and/or certificate of energy auditor of buildings.
• Fluency in English and Ukrainian is required.
