See your match score & applyThe Associate in Normative Intelligence and Regulatory Alert will work within the Compliance Normative axis, focusing on identifying regulatory changes, impact assessment, producing alerts and supporting decision-making and normative governance strengthening. The role involves close collaboration with CNJ and UNDP teams to organize and disseminate strategic information and enhance institutional capacity.
Responsibilities
- Monitor and analyze national and international normative and regulatory changes relevant to the institutional context.
- Identify trends, risks and potential impacts from regulatory changes.
- Maintain surveillance and foresight mechanisms for normative and regulatory environment.
- Screen, classify and prioritize norms, guidelines and regulations applicable to the organization.
- Develop and apply criteria for classification, relevance and normative prioritization.
- Ensure alignment of analyses with institutional guidelines and needs.
- Structure normative intelligence flows and processes to support strategic decisions.
- Organize and maintain updated knowledge bases and repositories related to the normative cycle.
- Consolidate regulatory information in a structured, accessible and reliable manner.
- Prepare summaries, regulatory alerts and qualified analyses on normative changes and their impacts.
- Produce executive reports and reference materials for committees and leadership.
- Communicate key risks, opportunities and regulatory implications objectively.
- Support internal areas in interpreting norms, guidelines and regulatory requirements.
- Evaluate and translate potential regulatory impacts into operational implications for involved areas.
- Contribute to clarifying requirements and disseminating normative knowledge within the organization.
- Contribute to improving normative governance processes and mechanisms.
- Implement standardization practices and continuous improvement in regulatory information management.
- Support identification, organization, systematization and valorization of strategic information related to the project, contributing to decision-making and institutional improvement.
- Prepare knowledge products such as technical reports, lessons learned records, methodological notes and other documents contributing to the institutional memory of the project.
- Promote knowledge sharing among technical teams and stakeholders, disseminating best practices and lessons learned within the project/unit.
- Facilitate development of institutional knowledge and capacities, supporting continuous learning, innovation and administrative process improvement.
- Support internal communication actions related to dissemination of information and project results, strengthening organizational culture and knowledge management.
- Perform other functions compatible with the functional profile necessary for the good functioning of the project.
Requirements
- Bachelor's Degree - 4 years of experience OR High School certificate - 7 years of experience
- Fluency in Portuguese is required.
- Basic level of English is desirable.
- Experience in normative/regulatory intelligence, analysis and monitoring of norms, compliance, governance, regulatory law and/or related activities.
- Experience using information technology and office software packages.
- Experience with analysis and interpretation of norms, regulations and legal acts, preferably in public sector, corporate or regulatory environment.
- Experience in auditing, evaluation and/or review of cybersecurity controls, including gap analysis and risk assessment based on recognized frameworks such as NIST Cybersecurity Framework (CSF), ISO/IEC 27001 and CIS Controls.
- Experience in Regulatory Law, Public Law and normative processes, including monitoring and analysis of legislative changes and resolutions.
- Postgraduate studies (lato sensu and/or stricto sensu) in Governance, Normative Intelligence, Compliance, Judiciary, Digital Law and Regulatory Law.
- Experience producing critical analyses, comparisons, impact syntheses and structured technical materials, articulating legal, technical and strategic information.
