The Elections and Inclusive Governance Specialist will provide senior technical, coordination, and results-management support for UN Women's governance project portfolio in Papua New Guinea. The role involves strengthening national ownership, ensuring complementarity between governance and electoral interventions, and supporting planning, implementation, monitoring, reporting, and learning.

Responsibilities

  • Develop and maintain an integrated and sequenced implementation plan for UN Women’s inclusive governance portfolio with clear responsibilities, milestones, and risk controls.
  • Support preparation and technical review of project documents, workplans, budgets, and partner agreements.
  • Maintain action trackers, risk logs, stakeholder maps, and programme calendars; identify and propose corrective actions for delays or risks.
  • Coordinate with UNDP, OHCHR, government counterparts, and partners to ensure complementarity and avoid duplication.
  • Plan and support inclusive workshops, trainings, dialogues, and missions with logistical and safeguarding considerations.
  • Provide technical and coordination support to partners including review of curricula, participant selection, mentoring, and delivery quality.
  • Support strengthening of national women’s machinery and accountability mechanisms through technical assistance.
  • Provide inputs and coordination for legal and policy reform and advocacy activities advancing women's political participation.
  • Support public information, community dialogue, and advocacy activities promoting women's leadership and preventing VAWIE/P.
  • Strengthen connections among women leaders, candidates, mentors, and institutions before and after elections.
  • Support organization of regional conferences and meetings related to women’s political participation.
  • Facilitate establishment and operationalization of a gender-responsive Peaceful Elections Situation Room (PESR) with protocols and monitoring tools.
  • Develop and maintain monitoring, reporting, and learning tools aligned with programme indicators.
  • Collect, analyze, and securely store programme evidence disaggregated by sex, age, disability, and geography.
  • Prepare timely reports, briefs, and donor contributions focusing on results and lessons learned.
  • Support joint monitoring visits, partner reviews, and post-election learning.
  • Develop technical briefs, presentations, and knowledge products ensuring conflict-sensitive and non-partisan communications.
  • Plan and coordinate logistics for trainings, workshops, seminars, and meetings on women’s political participation and governance.
  • Assist in documentation, reporting, and follow-up actions to enhance programme impact and sustainability.
  • Support development and implementation of partnerships and resource mobilization strategies.
  • Provide technical inputs to donor briefs, concept notes, and resource mobilization materials.
  • Perform other duties as required for efficient functioning of the office and organization.

Requirements

  • Master's degree in political science, governance, development studies, gender studies, or related field.
  • At least 7 years of progressively responsible experience in governance, political participation, electoral processes, or related development programmes.
  • Proven experience in project planning, coordination, and implementation in international development or UN contexts.
  • Experience working with government, civil society, and international partners on gender-responsive governance and electoral processes.
  • Strong knowledge of women's political participation, gender equality, and violence against women in elections and politics (VAWIE/P).
  • Demonstrated ability to develop and maintain monitoring and reporting tools aligned with programme indicators and results frameworks.
  • Experience facilitating workshops, trainings, and stakeholder coordination.
  • Excellent communication, analytical, and report-writing skills.
  • Ability to work independently and collaboratively in multicultural environments.
  • Familiarity with Papua New Guinea's political and electoral context is desirable.
  • Technical skills in data analysis, risk management, and programme monitoring and evaluation.
  • Ability to develop technical briefs, guidance notes, and knowledge products.
  • Experience supporting resource mobilization and donor reporting is an asset.
