ONU Mujeres seeks a consultant to develop and disseminate a study on the economic and social benefits of investment in care economy in Colombia. The study will generate evidence on investment returns, identify innovative financing mechanisms, and support the integration of the care agenda into the national development plan and public policies.

Responsibilities

  • Develop a work plan including methodology, schedule, main information sources, and preliminary document structure
  • Define study scope, care sectors to analyze, simulation scenarios, policy goals, and methodological assumptions in coordination with ONU Mujeres
  • Identify, collect, and systematize statistical, budgetary, and sectoral information required for methodology application
  • Apply ONU Mujeres methodology to estimate coverage gaps in selected care services
  • Estimate costs to close identified gaps incorporating quality criteria and decent work conditions
  • Estimate economic and social benefits derived from investment in care
  • Develop policy recommendations for integrating care agenda into the next National Development Plan
  • Prepare and present technical progress reports to ONU Mujeres incorporating feedback
  • Prepare technical inputs for communication and dissemination strategies targeting key government actors
  • Plan and conduct at least one technical dialogue session with government stakeholders to present study findings and promote investment discussion
  • Systematize main results, comments, and recommendations from the dialogue session
  • Deliver final study version with methodological annexes, databases, calculation models, presentation materials, and other technical supports

Requirements

  • Bachelor's Degree with 4 years of experience OR High School certificate with 7 years of experience
  • Experience in economic empowerment, gender equality, or related fields
  • Ability to apply the methodology from 'Investing in the Care Economy: A Step-by-Step Guide for Measuring Gaps, Costs, and Returns on Investing in Care Services Sectors' (ONU Mujeres, 2026)
  • Experience in data collection, statistical, budgetary and sectoral information systematization
  • Skills to estimate coverage gaps, costs, and benefits of investment in care services sectors
  • Capacity to identify and analyze innovative financing mechanisms for care systems
  • Experience in preparing technical inputs for communication and dissemination strategies
  • Ability to coordinate and present technical advances to stakeholders
  • Availability to develop and deliver required consultancy products within agreed timelines
