Country Program Evaluation (CPE) Consultant /National Evaluator

The consultant will conduct a comprehensive evaluation of the UN Women Kyrgyz Republic Country Office Strategic Note (2023-2027) assessing its relevance, coherence, effectiveness, efficiency, sustainability, and integration of human rights and gender equality principles. The evaluation supports learning, accountability, and evidence-based decision-making for the next programming cycle.

Responsibilities

• Conduct a rapid evaluability assessment during the inception phase.
• Review relevant documents including the Strategic Note, monitoring and financial reports, and previous evaluations.
• Design and implement a mixed-methods evaluation approach including desk review, interviews, focus groups, and field visits.
• Assess the Strategic Note's relevance, coherence, effectiveness, efficiency, sustainability, and integration of human rights and gender equality.
• Engage with key stakeholders including government institutions, civil society, UN agencies, donors, and beneficiaries.
• Prepare and present preliminary findings to the Evaluation Reference Group and Evaluation Management Group.
• Incorporate feedback and finalize the evaluation report.
• Support dissemination and use of evaluation findings for learning and decision-making.
• Ensure adherence to UNEG Norms and Standards and UN Women Evaluation Policy throughout the evaluation process.

Requirements

• Master's degree in social sciences, gender studies, international development, evaluation, or related field.
• At least 7 years of professional experience in evaluation, research, or related fields, preferably in gender equality and women's empowerment.
• Proven experience conducting evaluations using OECD/DAC criteria and human rights-based approaches.
• Experience with UN Women or other UN agencies' evaluation policies and standards is desirable.
• Strong knowledge of gender equality frameworks, including CEDAW, Beijing Platform for Action, UNSCR 1325, and SDGs.
• Ability to apply feminist and participatory evaluation methodologies.
• Excellent analytical, report writing, and communication skills.
• Fluency in English is required; knowledge of Russian or Kyrgyz is an asset.
• Ability to conduct field visits and stakeholder consultations in Kyrgyzstan.
• Experience in managing complex evaluations involving multiple stakeholders and joint programs.
