See your match score & applyThe consultant will conduct a comprehensive evaluation of the UN Women Kyrgyz Republic Country Office Strategic Note (2023-2027) assessing its relevance, coherence, effectiveness, efficiency, sustainability, and integration of human rights and gender equality principles. The evaluation supports learning, accountability, and evidence-based decision-making for the next programming cycle.
Responsibilities
- Conduct a rapid evaluability assessment including review of theory of change, performance indicators, and data availability.
- Assess the relevance, coherence, effectiveness, efficiency, sustainability, and human rights and gender equality integration of the Strategic Note 2023-2027.
- Use mixed methods including portfolio analysis, desk review, stakeholder consultations, and contribution analysis.
- Engage meaningfully with key stakeholders including government institutions, civil society, UN agencies, donors, and programme beneficiaries.
- Conduct field visits in selected locations in Kyrgyzstan as feasible.
- Prepare and present inception report, preliminary findings, and final evaluation report.
- Ensure quality assurance and validation through Evaluation Reference Group and Evaluation Management Group.
- Provide actionable recommendations to inform the next Strategic Note and strengthen UN Women programming in Kyrgyzstan.
Requirements
- Master's degree in social sciences, international development, gender studies, evaluation, or related field.
- At least 7 years of professional experience in evaluation, preferably in international development or gender equality programming.
- Proven experience in conducting complex evaluations applying OECD/DAC criteria and human rights and gender equality approaches.
- Familiarity with UN Women mandates, gender equality frameworks such as CEDAW, Beijing Platform for Action, UNSCR 1325, and SDGs.
- Experience with mixed qualitative and quantitative research methods including portfolio analysis, desk reviews, interviews, focus groups, and contribution analysis.
- Ability to apply feminist and rights-based evaluation methodologies.
- Strong stakeholder engagement and facilitation skills, including working with vulnerable groups and diverse stakeholders.
- Excellent analytical, report writing, and presentation skills.
- Fluency in English is required; knowledge of Russian or Kyrgyz is an asset.
- Ability to conduct field visits in Kyrgyzstan subject to security and feasibility.
- Experience working with UN evaluation norms and standards (UNEG) and UN Women Evaluation Policy and Handbook.
