See your match score & applyThe Security Officer serves within the United Nations Support Office in Haiti (UNSOH) as a member of the Security Management Team. The role involves contributing to security plans, managing security operations, advising UN personnel on security matters, and overseeing administrative and procurement activities related to security.
Responsibilities
- Contributes to the CSO/DCSO/Security Coordination Officers in the office management procedures and/or supervises a Security Unit, as needed.
- Serves as a member of Security Cell, implements and evaluates the security plan.
- Analyzes the level of security risk for the area of operations.
- Monitors, conducts or coordinates security operations.
- Maintains continuing lines of communication with security focal points and other UN or non-UN stakeholders.
- Briefs the CSO/DCSO on the status, activity and requirements of the unit.
- Provides advice and training to UN personnel and eligible dependents on security matters.
- Identifies the training needs of security and mission’s staff.
- Identifies gaps in existing capability and recommends amendment accordingly.
- Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment.
- Inspects security equipment and ensures minimum equipment requirements are purchased, maintained and deployed.
- Supervises the issuance of identity cards, background checks and entry controls, as appropriate.
- Acts as Duty Officer within the Security Section.
- Coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, ensuring consistency in the application of UN rules and procedures.
- Takes the lead with respect to the preparation and implementation of the work programme, within available budgetary resources including provide guidance on financial administration.
- Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
- Performs other duties as required.
Requirements
- High school diploma or equivalent is required.
- Security Certification Program (SCP) is required.
- Trainer Development and Certification Course (TDC) or Safe and Secure Approaches in Field Environments Training of Trainers (SSAFE ToT) certificate is required.
- Formal training in procurement is required.
- A minimum of ten (10) years of progressively responsible security management experience, either within an international security system, or a nationally recognized civilian or military entity is required.
- The minimum year of relevant experience is reduced to 5 years for candidate who possesses a first level university degree.
- 2 years or more of experience in UMOJA BPC - Budget formulation and Supply Chain Planning Tool or related area is required.
- At least three years at the international level in security section’s budget and human resources management, including 2 years in conflict or post conflict environment is required.
- English and French are required at UN Level III for reading, writing, listening, and speaking.
