See your match score & applyThe Security Coordination Officer is responsible for monitoring and advising on security matters affecting OHCHR operations in Yemen. The role involves risk management, security planning, incident investigation, coordination with security entities, and supporting security training and preparedness to ensure safe conduct of operations.
Responsibilities
- Review and monitor the security situation in Yemen as it relates to OHCHR operations.
- Advise the Head of Yemen Country Office on security matters and develop tactics, techniques and procedures for safe operations.
- Accompany staff on field missions as a risk management-based security solution when required.
- Evaluate evacuation routes and resources for emergencies in coordination with UNDSS.
- Ensure availability and maintenance of emergency communications systems.
- Investigate security-related incidents involving OHCHR personnel and property and prepare reports.
- Support development of risk management strategies and security planning documents.
- Participate in meetings, committees, and task forces related to security issues.
- Advise on inclusion of security in all stages of OHCHR programmes and operations.
- Support management of security-related projects and ensure compliance with policies and procedures.
- Enhance communication and coordination with UN agencies, NGOs, diplomatic missions, and host government representatives.
- Support development and delivery of security training and advice.
- Conduct security surveys and assessments and recommend security measures.
- Prepare and update security plans for the Country Office.
- Support organizational resilience, contingency planning, crisis decision-making, and evacuation plans.
- Maintain security communication systems and liaise with security entities including OHCHR HQ and UNDSS.
- Implement gender, diversity and inclusion approaches in security risk management.
- Collect and analyze security data to identify trends and provide insights.
- Maintain physical security of OHCHR offices including inspections and access control.
- Conduct security training on management system, responsibilities, and personal security awareness.
- Perform other functions as directed by the Head of Office.
Requirements
- Advanced university degree (Master's degree or equivalent) in business or public administration, political/social science, psychology, criminal justice, law, international relations, security management or a related field is required.
- A relevant first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of advanced university degree.
- Military or Police Academy degrees (at officer’s level) may also be considered in lieu of the first level university degree.
- Security Certificate Program (SCP) is required.
- A minimum of five (5) years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, military, police or security, risk or disaster or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required.
- Experience in planning, design, implementation, or review of risk mitigation measures related to operations impacted by insecurity is desirable.
- Out of five years, three years of working experience in field operations is desirable.
- Experience in the area of human rights or international humanitarian law is desirable.
- Experience working with the UNSMS is desirable.
