Representative, Human Rights

The Representative Human Rights and Head of the Central Asia Multi-country Office is responsible for monitoring human rights developments in the region, advising on human rights situations, developing strategic relationships with UN Country Teams, managing the OHCHR Multi-Country Office, and representing OHCHR on human rights matters at various levels. The role includes policy development, programme implementation, and engagement with regional organizations and governments to promote human rights.

Responsibilities

• Follow human rights developments in the region and provide timely advice on human rights situations.
• Develop strategic relationships with UN Country Teams and support human rights based planning and programming.
• Develop and enhance OHCHR's network of partners and contacts in the region.
• Formulate programme of work, budget and medium-term plan; supervise delivery of outputs and oversee administrative matters.
• Advise on strategic interventions in countries without OHCHR field presence and follow up on recommendations of treaty bodies and Human Rights Council.
• Manage the OHCHR Multi-Country Office including supervision, development and training of staff.
• Represent OHCHR on human rights matters at national, regional and international levels.
• Design, develop and implement policies and programmes addressing regional human rights issues and assist governments with advisory services and technical cooperation.
• Promote ratification and implementation of international human rights treaties and support engagement with the international human rights system.
• Engage with regional intergovernmental organizations, governments, civil society, national human rights institutions and media for human rights promotion.
• Perform other related duties as required.

Requirements

• An advanced university degree (Master’s degree or equivalent) in law, human rights, political science, international relations or related relevant discipline.
• A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
• A minimum of ten (10) years of progressively responsible experience in human rights field at the national and international level is required.
• Experience in developing, implementing and coordinating strategies and programmes related to human rights is required.
• At least five (5) years of experience in managing teams (3+ staff) is required.
• Experience working in the region of deployment or in comparable regional contexts is desirable.
• At least five (5) years of experience working in field-based human rights work in OHCHR, other United Nations Entities, or comparable international organizations, is desirable.
• English is required at UN Level III proficiency in reading, writing, listening, and speaking.
• Russian is desirable at UN Level I proficiency in reading, writing, listening, and speaking.
