Programme Management Officer

The Programme Management Officer in the Department of Safety and Security at the United Nations is responsible for developing strategies for information sharing and coordination, implementing and evaluating programmes, conducting research and analysis, coordinating policy development, and managing budget and outreach activities. The role supports security leadership and solutions to enable UN programme delivery in complex environments, contributing to peace, security, human rights, and Sustainable Development Goals.

Responsibilities

• Develops strategy for enhanced information sharing and coordination with INGOs and IOs; implements and evaluates assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Promotes and appeals Extra Budgetary (XB) fund from Donors to establish and maintain security support to UN and SLT partner organizations.
• Establishes and coordinates arrangements between UN and SLT partner organizations.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Performs other duties as required.

Requirements

• Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
• A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
• At least three years of experience in the last seven years working within the UN Common System or comparable international organization or nongovernmental organization at the international level is required, out of which two years in a conflict, post-conflict or natural disaster setting.
• At least two years of experience establishing and maintaining effective collaborative relationships with Member States and counterparts in UN entities, including the Agencies, Funds and Programmes, or comparable international organizations, is required.
• Experience in managing allocations for country specific humanitarian fund and implementing programmes aligned with localization is required.
• Experience of operational coordination with Agencies, Funds and Programmes and/or large international NGOs is desirable.
• Experience in managing partnerships (including advocacy and communications with the donors, the private sector and civil society) in a United Nations entity or comparable international organization is desirable.
• Two years or more of experience in data analytics, security, or related areas is desirable.
• English is required at UN Level III proficiency in reading, writing, listening and speaking.
• Arabic is desirable at UN Level III proficiency in reading, writing, listening and speaking.
