The Programme Management Officer leads the implementation, monitoring and evaluation of programmes, knowledge management, operations and other activities in an assigned functional area within the Subregional Office for Central Africa of the United Nations Economic Commission for Africa in Yaounde, Cameroon.

Responsibilities

  • Develops, implements and evaluates assigned programmes/projects, monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed, develops related learning mechanisms including capture of lessons learned, good practices and institutional knowledge for systematic reuse and dissemination, and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources organizes and classifies content using existing knowledge systems and repositories.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares programme/projects implementation reports, fosters dialogues with substantive Divisions and contributes to the knowledge management work of the Office.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned programme management and related knowledge management topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc., documenting lessons learned, and integrating mission outputs into knowledge repositories.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting and develops analytical briefs and knowledge outputs based on findings.
  • Performs other duties as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, knowledge management, or a related field is required.
  • A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
  • A minimum of seven years of progressively responsible experience in project or programme management, administration, knowledge management or related area is required.
  • 2 years or more of experience in data analytics or related area is desirable.
  • Experience in developing, implementing, monitoring and evaluating programmes or projects, including preparing progress reports, tracking results, identifying implementation challenges, and recommending corrective actions is desirable.
  • Experience in coordinating with multiple stakeholders, facilitating workshops, seminars and consultations, conducting training activities, and supporting organizational learning, and knowledge-sharing initiatives is desirable.
