The Programme Management Officer will support the Gender and Inclusion Unit within the Department of Safety and Security. The role involves developing, implementing, and monitoring gender equality and inclusion programmes, coordinating workplans, conducting research and analysis, supporting policy development, and providing substantive support to meetings and outreach activities.

Responsibilities

  • Participates in the development, implementation and reporting of assigned programmes/projects related to gender equality and inclusion; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises and coordinates with a network of focal points, inter-agency personnel and other stakeholders; identifies and tracks follow-up actions.
  • Coordinates the development of gender equality and inclusion workplans and action plans through discussions with Unit Chiefs and Section heads as well as focal points.
  • Researches, analyzes and presents information gathered from diverse sources aimed at advocacy and awareness-building.
  • Assists in policy development as it relates to gender equality and inclusion, including the review and analysis of issues and trends, preparation of assessments or other research activities and studies.
  • Monitor the implementation of gender and inclusion strategies across programmes and operations.
  • Undertakes survey initiatives; conducts interviews, designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft concept papers, sections of reports and studies, inputs to system-wide reports and publications.
  • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Communicates policies, plans and results through a variety of fora and interactive sessions.
  • Undertakes outreach activities; conducts training workshops; presents on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to staff, consultants and other parties and drafting mission summaries and reports.
  • Coordinates and supports activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in social sciences, business administration, public policy, gender studies, international relations, law or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of five years of progressively responsible experience in programme management, project management, operations management, international relations, law, or gender equality is required.
  • Experience developing and implementing awareness-raising initiatives and knowledge products on gender equality and inclusion for global audiences is required.
  • Experience in developing and implementing gender equality and inclusion initiatives within the United Nations Common System or a similar international organization is desirable.
  • Experience integrating gender equality, inclusion, and intersectional approaches into security policies, programmes and operations is desirable.
  • Experience in data analytics and visualization to support the design of outreach initiatives is desirable.
  • English is required at UN Level II for reading, writing, listening, and speaking.
