The Programme Management Officer will lead engagements with Central Asian Member States and other stakeholders on counter-terrorism and preventing and countering violent extremism (PCVE) issues. The role involves managing capacity-building projects and programmes funded through extra-budgetary means and reporting to the Chief of Countering Terrorism Section within UNOCT/UNCCT.

Responsibilities

  • Leads local engagements with the Governments of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, as well as other relevant stakeholders, on counter-terrorism and PCVE issues related to the implementation of the Joint Plan of Action for the Implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia.
  • Coordinates closely with the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) and relevant regional organizations such as the Shanghai Cooperation Organization and the Commonwealth of Independent States.
  • Oversees the implementation of programmes and projects from the regional presence in Ashgabat and coordinates with other UNOCT thematic programmes in the region.
  • Monitors and analyzes project development and implementation; reviews documents and reports; identifies problems and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Leads provision of technical assistance related to capacity of national and local authorities, legislative bodies, civil society and private sector for JPoA implementation.
  • Performs consulting assignments including planning and facilitating workshops and assisting in developing client action plans.
  • Researches, analyzes and presents information related to resilience to counter-terrorism, violent extremism and conditions conducive to terrorism.
  • Coordinates policy development including review and analysis of issues and trends, preparation of evaluations, research activities and studies.
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses; identifies problems and prepares conclusions.
  • Organizes and prepares written outputs such as draft background papers, analysis, report sections, and inputs to publications.
  • Provides substantive backstopping to consultative, technical assistance and other meetings including agenda proposals, participant identification, document and presentation preparation.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars; makes presentations on assigned topics.
  • Leads and/or participates in large, complex field missions including guidance to external consultants, government officials and drafting mission summaries.
  • Coordinates budget funding activities including programme/project preparation and submissions, progress reports, financial statements and related documents.
  • Performs other duties as required.

Requirements

  • An advanced university degree (master's degree or equivalent) in business administration, management, economics, law, political science or related fields is required.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
  • Experience in the management of counter-terrorism or PCVE capacity-building and technical assistance projects is required.
  • Experience in working with or for Central Asian authorities is required.
  • Experience in managing inter-agency programmes or projects is desirable.
  • Experience working in the field is desirable.
  • Experience in the development and implementation of counter-terrorism strategies in Asia is desirable.
  • English and Russian language proficiency at UN Level III for reading, writing, listening and speaking is required.
