Principal Medical Officer, D1

The Principal Medical Officer serves as Deputy Director of the Division of Healthcare Management and Occupational Safety and Health, providing expert healthcare management, occupational safety and health, and public health services to UN Secretariat entities and leading strategic workforce planning, health systems strengthening, and digital health innovation. The role includes overseeing quality control, managing operations, setting global standards, and representing the division in various forums.

Responsibilities

• Oversees the implementation of quality control mechanisms and procedures for DHMOSH activities and assesses and monitors operational environments and UN healthcare facilities.
• Prepares recommendations and actions to improve healthcare delivery including medical emergency response to UN personnel and their dependents.
• Briefs and advises the Director on issues before the Health and Life Insurance Committee (HLJC), Advisory Board on Compensation Claims (ABCC), UN Staff Pension Committee, UN judicial system and UN investigative bodies.
• Represents DHMOSH at DOS, OSO, Crisis Operations Group (COG) and other internal and external meetings as required.
• Manages day-to-day operations of DHMOSH in clinical and medico-administrative areas including planning, budgeting, reporting, audit responses, staff development and career support.
• Leads strategic workforce planning and organizational readiness across DHMOSH and the wider UN medical system using workforce analytics and operational data.
• Leads development and continuous improvement of healthcare systems, policies, standards and service delivery models to promote quality, patient safety, operational efficiency and system resilience.
• Promotes adoption and alignment of digital health solutions, information systems and data-driven approaches to strengthen healthcare delivery, monitoring and reporting.
• Advances knowledge management to capture, analyze and disseminate best practices, lessons learned and innovative approaches.
• Assists the Medical Director in global responsibilities pertaining to welfare, occupational safety and health, and public health of UN personnel worldwide.
• Represents DHMOSH at international, regional and national forums, events and meetings and oversees communication products and external liaison.
• Strengthens partnerships with UN Member States and oversees extrabudgetary-funded projects.
• Deputizes for the Medical Director in his/her absence and undertakes other tasks as directed.

Requirements

• A first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB or equivalent) and current unrestricted registration with the medical licensing authority of one of the Members States of the United Nations is required.
• Currently registered to practice medicine in country of nationality or another UN member state is required.
• Postgraduate qualification in a medical specialty is desirable.
• An advanced university degree in healthcare management or a related field is desirable.
• A minimum of fifteen (15) years of experience in clinical medicine, occupational health, public health or healthcare management is required; with two (2) additional years of experience required if the applicant does not have a postgraduate qualification in a medical specialty or advanced university degree in healthcare management or a related field.
• At least five (5) years of progressively responsible managerial experience in medical settings is required.
• At least two (2) years of experience working as a physician or medical manager in an international and multicultural environment is required.
• Experience working with and leading multidisciplinary teams is desirable.
• Experience in compensation claims and medico legal case management is desirable.
• Experience in strategic workforce planning, organizational transformation, health systems strengthening, and healthcare quality improvement or service modernization is desirable.
• Experience working in the United Nations Common System, or other comparable international organizations is desirable.
• Experience working in field and hardship locations is desirable.
