Medical Officer, P4

The Medical Officer is responsible for planning, coordination, and operational oversight of medical entitlements and medical operations for UN personnel and eligible dependants. The role includes clinical duties, medico-administrative duties, supervisory administration, and general data analysis and digital health platform leadership within the Division of Healthcare Management and Occupational Safety and Health, Department of Operational Support in New York.

Responsibilities

• Undertakes day-to-day clinical duties, e.g. walk-in clinic, emergencies.
• Undertake day-to-day occupational health duties: review sick leave cases, child benefits, develops and implements return to work plans for staff members after long term sick leave, and advise on termination for reasons of health.
• Refers staff to outside specialists as necessary.
• Follows-up with outside specialists.
• Provides health education and health promotion programs.
• Organizes/Participates in addressing work environment and occupational health issues.
• Advises Administration on medical standards for recruitment, sick leave, and medical evacuations/repatriations as per United Nations policies and guidelines.
• Participates in drafting and implementation of policy and guidance, business continuity and crises preparedness plans for the duty station.
• Manages/Supports day-to-day operations.
• Liaises with UN Medical Units, HR Partners, staff members, UN Joint Staff Pension Fund (UNJSPF) as required.
• Deputizes for the Senior/Chief Officer during his/her absence.
• Supervises doctors, nurses and medical administrative staff; ensures effective operations by ensuring prompt case processing and monitoring.
• Oversee auditing of long-term sick leave cases.
• Ensures appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, case manager certification training, first aid and CPR).
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Provide clinical leadership in implementing new electronic medical record features and advancing digital operations to improve efficiency, data quality, and patient care.
• Performs other related duties as required.

Requirements

• Medical Doctorate (MD, Dr. MuD, Dr. Med, DO) or equivalent in medicine (MS, MMed or Bachelor of Medicine/Surgery, e.g. MBBS, BMBS, MBchB, MBBch) including residency in one of the medical specialties.
• An active medical license to practice as a medical practitioner is required.
• Residency in one of the medical specialties is required.
• Formal training in cardiopulmonary resuscitation (CPR) is required.
• Training and experience in Tropical Medicine is required.
• Formal training in basic cardiopulmonary life support, and advanced cardiovascular life support or equivalent emergency medical care is desirable.
• A minimum of seven years of progressively responsible clinical experience in one of the areas of medicine is required.
• 3 or more years of experience in overseeing medical disability assessments and participating in disability board committees as medical expert is required.
• 3 years or more of hands-on experience in designing, developing, or implementing digital health platforms, electronic medical record (EMR) systems, or clinical data portals is required.
• At least 3 years of experience in managing the medical appeals process, including preparing technical evidence and briefs for medical legal experts in cases of contested disability benefits, sick leave, or medical evacuations is required.
• Experience in developing and delivering specialized medical training focused on sick leave, return to work plans, and medical evacuation policy and procedures is required.
• Minimum of 3 years of professional experience in medical entitlement auditing, including the development of audit frameworks, the use of health data analytics to identify systemic risks, and the implementation of corrective action plans to ensure compliance with organizational policy is desirable.
