Judicial Response to Anti-corruption Expert

The International Consultant will design and develop a comprehensive tailored capacity-building program for the Liberian Anti-Corruption Commission's investigators and prosecutors. The program aims to strengthen their ability to prevent, detect, investigate, and prosecute corruption-related offences using a human rights-based approach, including asset tracing and recovery, in accordance with Liberian law and international standards.

Responsibilities

• Produce an inception report documenting key findings from consultations with relevant Liberian justice and law enforcement stakeholders and reviewing legal and policy frameworks.
• Develop a competency-based modular curriculum framework including core and specialized training tracks on investigation and prosecution of corruption-related offences using a human rights-based approach with gender integration.
• Develop detailed curriculum modules with learning objectives, competencies, assessment methods, exercises, simulations, and practical activities.
• Identify suitable national, regional, and international training providers and subject-matter experts.
• Develop a detailed implementation strategy including governance, management, and operational modalities for the capacity-building program.
• Develop a monitoring, evaluation, and learning framework with performance indicators, certification criteria, and mechanisms to identify successful participants.
• Organize a 2-day review, validation, and adoption workshop of the capacity-building program with the Liberian Anti-Corruption Commission and stakeholders.
• Participate in briefings to the President, Legislature, Supreme Court, and other stakeholders on actionable recommendations for program implementation.
• Produce a comprehensive final report consolidating all findings, assessments, curriculum frameworks, implementation strategies, and workshop recommendations.
• Deploy to Liberia for a mission of 22 days.

Requirements

• Advanced university degree (master’s degree or equivalent) in law, criminal justice, human rights, or related field is required.
• A first-level university degree (Bachelors’ or equivalent) in the specified fields in combination with five additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
• A minimum of 7 years of progressively responsible professional experience as a prosecutor, a judge, practicing lawyer, legal consultant or advisor in international criminal justice, anti-corruption, rule of law, accountability mechanisms, or related fields.
• A minimum of 3 years of experience working as a prosecutor, a judge, a practicing lawyer, legal consultant or advisor contributing directly to investigating and prosecuting corruption-related offences using a human rights-based approach in a domestic common law legal systems or international accountability mechanisms is required.
• Proven experience designing and implementing specialized capacity-building, professional development, judicial training, prosecutorial training, or institutional strengthening programs for justice sector actors is required.
• Demonstrated experience conducting training needs assessments and developing competency-based curricula for investigators, prosecutors, and judges, incorporating gender and a human rights-based approach is required.
• Experience working in post-conflict settings, particularly in Africa, is highly desirable.
• Fluency in spoken and written English is required.
