Inbound Delivery Coordination Officer, FS6

The Inbound Delivery Coordination Officer is responsible for coordinating inbound freight activities in accordance with the mission supply chain plan, liaising with vendors, procurement, customs, and other stakeholders to ensure timely and compliant delivery of goods. The role also involves movement control duties, including coordinating transportation services and providing technical advice on transport operations within the mission area.

Responsibilities

• Coordinates the inbound activities for freight into the mission in accordance with mission supply chain plan with Vendor, Procurement, Centralised Warehouse and all other parties concerned.
• Contacts vendor to confirm delivery status and to review shipment documents to secure that goods are delivered according to the agreed terms and conditions on the Purchase Order.
• Collects, checks and updates information and documents provided by commodity and freight forward vendors in ERP system (Umoja) to facilitate downstream processes.
• Tracks and traces all deliveries and updates the Inbound Delivery with necessary information and shipment documents to provide all stakeholders with a constant status overview of incoming shipments.
• Searches for issues which may delay and/or disturb the delivery of goods and seeks remedial solutions with all parties concerned.
• Confirms delivery dates and quantities received and provides delivery confirmation documents to support virtual and/or physical receipt in accordance with agreed Incoterms.
• Plans deliveries, raises shopping carts and drafts SOW for freight forwarding services, including technical evaluation of bids.
• Liaises and coordinates customs, transport and Movement Control activities related to inbound shipments with vendors, customs and all other relevant local and national authorities.
• Coordinates the activities of a central or regional movement control office within a specific geographic area in a field mission.
• Participates in coordination of the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo within the area of responsibility.
• Provides technical advice to the substantive and support elements of a field mission on all aspects of the transportation activities.
• Monitors the reference documents to ensure that they are current and readily available and accessible to all relevant personnel.
• Develops, in consultation with the Chief of Unit, Movement Control, cost-effective and efficient transport plans, assessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms.
• Evaluates short-term aviation, sea and surface transport contracts.
• Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services.
• Drafts and coordinates logistics plans and other documents supporting the implementation of logistics operations related to inbound shipments.
• Liaises and coordinates logistics support for inbound shipments with other sections/units within the mission and with external entities such as other UN entities, organizations and Host Government entities.
• Monitors the implementation of logistics and security related agreements on the transit of goods to local authorities at all stages, including analysis of implementation difficulties and initiating remedial action.
• Drafts and coordinates inputs to logistics reports, presentations, briefing notes, and other information documents required by management including inputs required by UNHQ.
• Ensures accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Provides inputs to the standard operating procedures for movement control related processes.
• Monitors compliance with UN financial regulations and rules in all activities of subordinate elements.
• Performs other duties as required.
• Ensures daily activities comply with DOS Environmental and Waste Management policies and align with DOS Environment Strategy objectives.

Requirements

• High school diploma or equivalent is required.
• Certification in Dangerous Goods transportation in accordance with the rules and regulations of the International Air Transport Association (IATA) and/or the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is required.
• A minimum of ten (10) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, or transport logistics management with at least three (3) years of supervisory experience on a position directly related to the coordination of complex transport operations in the international environment is required.
• The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree.
• At least three (3) years of experience in customs and commercial freight operations including inbound and outbound delivery is required.
• Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.
• Experience in quality management is desirable.
• Experience in international operations in a post conflict environment is desirable.
• Experience in sourcing, cleaning and preparing data, selection and developing visualization/metrics in transportation, procurement, and/or supply chain management that enable easy communication/interpretation by the users is desirable.
• English is required at UN Level II proficiency.
• French and Spanish are desirable at UN Level I proficiency.
