The Humanitarian Affairs Officer (Pooled Fund Manager) is responsible for managing the Yemen Humanitarian Fund, ensuring compliance with financial and operational standards, coordinating with humanitarian partners, and supporting effective and principled humanitarian action in Yemen. The role involves fund management, monitoring and reporting, policy development, and communication with stakeholders to promote coordinated humanitarian response.

Responsibilities

  • Support and advise the Humanitarian Coordinator on the overall management of the Yemen Humanitarian Fund (YHF) including partner eligibility, financial compliance, and misconduct mechanisms.
  • Oversee Implementing Partner eligibility and ensure adherence to financial and global CBPF standards.
  • Manage and supervise Fund-related support staff and fund allocation processes in coordination with relevant counterparts.
  • Liaise with NGOs, UN partners, clusters, and OCHA field offices to follow-up on project and Fund progress.
  • Conduct periodic field visits to promote knowledge and appropriate use of the Fund.
  • Ensure proper communication and support during the allocation process to all stakeholders.
  • Advise on measures to mitigate operational risks and ensure recipient organizations' compliance with financial rules.
  • Coordinate and exchange information with humanitarian donors to promote coordinated use of funds.
  • Ensure compliance with monitoring and reporting requirements, coordinate management responses to audits and evaluations.
  • Provide information on project status to relevant stakeholders and lead the pooled fund annual report exercise.
  • Assist in preparation of evaluations, research activities, and studies.
  • Support HFU risk, compliance, and audit processes per global CBPF standards.
  • Research, analyze and present humanitarian financing information and funding trends.
  • Assist in policy development and review of humanitarian issues and funding trends at the country level.
  • Document and disseminate results, best practices, and results of the Fund through communication products.
  • Liaise with UN agencies, NGOs, and stakeholders for early risk detection and capacity building.
  • Perform other duties as assigned by the OCHA Head of Office.

Requirements

  • An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required.
  • A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, project management, budget management, or related area is required.
  • Experience in compliance and risk management is required.
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable.
  • Experience in project management or supervision is desirable.
  • Experience in the design of policies and guidelines pertaining to humanitarian assistance is desirable.
  • English is required at UN Level III proficiency in reading, writing, listening and speaking.
  • Arabic is desirable at UN Level II proficiency in reading, writing, listening and speaking.
