Human Rights Officer

The Human Rights Officer leads the design, implementation, and monitoring of the Thailand programme for OHCHR in Bangkok. The role involves managing human rights projects, engaging with government and UN entities, providing expert advice, and supervising staff to promote human rights and the rule of law in Thailand.

Responsibilities

• Leads the design, implementation, and monitoring of SEARO’s Thailand programme, including two dedicated EU funded projects, ensuring alignment with OHCHR’s mandate, donor requirements, and national needs and priorities on human rights and the rule of law.
• Reviews, monitors and evaluates activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council.
• Supports the work of treaty-established bodies and extra-conventional mechanisms and special procedures.
• Prepares relevant human rights parts of reports for the General Assembly, HRC, etc. notes on the status of ratification of human rights instruments, etc.
• Meets regularly with the peacekeeping team including UN staff, national officials as well as Military and Police officers to plan projects and review project activities.
• Works with UN and non-governmental programmes in the country/region to integrate human rights, including their gender dimensions in their programs.
• Ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take.
• Represents SEARO in engaging with the government, NHRI, CSOs UN entities, and other international organizations and diplomatic on coordination and policy matters.
• Strengthens partnerships, provides expert advice, and enhances the visibility of OHCHR’s work, while advancing advocacy on key thematic priorities, including combating torture and enforced disappearances, protecting human rights defenders, promoting business and human rights, and ensuring access to justice.
• Assists country military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives.
• Serves as team leader with responsibility for carrying out, in consultation with the Chief of the Section, work coordination and administrative functions relating to the staff, planning and budget.
• Ensures effective coordination, balanced distribution of responsibilities, performance management, and the cultivation of a collaborative work culture, under the overall guidance of the Regional Representative.
• Trains and supervises new/junior staff.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Performs other related duties as required.

Requirements

• Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
• A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
• Experience of managing a large technical cooperation programme is required.
• Experience of managing a dynamic and complex protection context is required.
• Experience managing a medium sized team is required.
• Experience of maintaining a close relationship with government authorities or related is required.
• Human rights monitoring experience is desirable.
• 2 years or more of experience in data analytics or related area is desirable.
• English language proficiency at UN Level III in reading, writing, listening and speaking is required.
