See your match score & applyThe Contracts Management Officer is responsible for managing all contractual aspects of procurement projects within the United Nations Support Office in Haiti (UNSOH). The role includes developing operational plans, managing contract compliance and performance, and coordinating with UN entities on contract-related matters.
Responsibilities
- Plans and manages all contractual aspects of a procurement project; establish and maintain work programme and schedules for on-going contracts and newly planned ones.
- Develops and implements operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management.
- Manages procurement support activities, including providing input to statement of works/ requirements (including articulation of performance standards and Key Performance Indicators, assist in the development of technical evaluation criteria, provide guidance during contract drafting.
- Develops a quality assurance plan to provide a systematic method to monitor contract performance.
- Participates in the development of contract risk assessments and risk management plans, including mitigating measures.
- Develops contract compliance checklists and implementation plans.
- Participates in the assessment of contractor performance, including advice and action to address instances of poor performance and/or non-compliance with contractual obligations.
- Initiates contract close outs including identifying, documenting and disseminating best practices and lessons learned and securing the final contractor performance assessment.
- Coordinates with the UN Secretariat entities, Procurement and relevant Headquarters stakeholders on claims, disputes, warranties, and other contractual remedies arising from contract performance and compliance matters.
- Administers and manages the Contract Performance Reporting Tool (CPRT) and Instant Feedback System (IFS), including user access management, operational maintenance and data integrity.
- Manages implementation of approved system enhancements, reporting requirements, testing and related improvement activities for CPRT and IFS.
- Analyzes contractor performance trends and supports development of performance monitoring reports and related management information to support contract management oversight and decision-making.
- Monitors contractor performance and identifies cases of poor performance and/or non-compliance with contractual obligations, bringing such cases to the attention of the appropriate stakeholders for follow-up and necessary action.
- Drafts relevant audit responses on contract management related issues, as required.
- Supervises and monitors performance indicators for UN personnel within the team, as required.
- Performs other related duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business administration, public administration, engineering, law or related field.
- A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five (5) years of progressively responsible experience in supply chain, project/contract management, logistics support or procurement of contracts is required.
- Experience in applying procurement and contract management policies, rules and procedures in an international organization or other international public-sector environment is desirable.
- Experience in contract performance management systems is desirable.
- Experience supporting performance monitoring, analytics or reporting activities is desirable.
- English is required at UN Level II proficiency in reading, writing, listening and speaking.
- French is desirable at UN Level II proficiency in reading, writing, listening and speaking.
