Consultant to Support Integrated National Financing Frameworks (INFFs) in Fiji

The consultant will provide embedded technical support to the Ministry of Strategic Planning, National Development and Statistics of Fiji to advance the Financing Strategy under the INFF process aligned with national development plans and sustainable development goals. The role involves technical advice, capacity building, stakeholder engagement, and coordination with UN and international partners to support financing for development in Fiji.

Responsibilities

• Provide technical advice to the Ministry of Strategic Planning, National Development and Statistics of Fiji on the development and refinement of the Financing Strategy aligned with national plans and Vision 2050.
• Support finalization of the draft Financing Strategy including risk management and climate-resilience financing matrix.
• Conduct quality assurance and validation of costing data in pilot ministries and design standardized templates for Results-Based Management.
• Assist the Ministry in engaging with UN system entities and international financial institutions for coordinated support on INFF.
• Develop and implement capacity-development plans and lead workshops, seminars, and trainings on INFF and financing for development topics.
• Advise and assist the Ministry in preparations for sub-regional, regional and international peer knowledge exchange events and participate actively in these events.
• Contribute to the compendium of experiences on INFF design and implementation for Small Island Developing States.
• Participate in regular technical backstopping and mentorship sessions provided by UNDESA/FSDO.
• Support reporting, monitoring and evaluation of the project including preparation of progress reports.
• Perform other relevant duties as required.

Requirements

• Advanced university degree in economics, development studies or other relevant academic discipline is required; first university degree in the relevant academic discipline plus 2 additional years of experience maybe qualified in lieu of an advanced degree.
• A minimum of 10 years of experience working in financing for development issues or related, particularly in a SIDS context (regional and/or national) is required.
• Experience in public financial management (including national budget formulation and Public Sector Investment Programme coordination), climate finance, or long-term national development planning is desired.
• Experience in engaging high-level officials and facilitating dialogues with varied stakeholders, including significant experience on building partnerships and coordination is desired.
• Demonstrated ability to independently plan, organize, prioritize and control resources, procedures, and protocols to achieve specific goals is desired.
• Fluency in English is required. Knowledge of another UN official language is desirable.
