The Chief, Operations and Resource Management is responsible for strategic and cross-cutting mission support functions to ensure coherence in forecasting, performance monitoring, planning, and coordination related to operational and resourcing activities within the United Nations Peacekeeping Force in Cyprus. The role oversees human resources, finance, technology, and procurement functions to support mission objectives.

Responsibilities

  • Provide overall guidance, support and oversight for the effective management of Human Resources Section, Finance Resources and Performance Section, Field Technology Section, and Procurement Section.
  • Assist and support the Chief of Mission Support in providing strategic direction to the above components for effective fulfilment of mission support strategies and plans.
  • Ensure development, preparation, coordination and monitoring of strategies, risk mitigation and work plans for administrative activities under scope of responsibilities.
  • Plan and forecast staffing, financial, logistics and technology requirements of the Mission in cooperation with other offices and liaise with UNHQ Offices to ensure alignment with HQ priorities, guidance and policy.
  • Lead, coordinate and direct all aspects of the Operations and Resource Management Pillar including human resources management, financial resources and performance, information and information technology, and procurement.
  • Oversee development and delivery of strategic advisory services in human resources management focusing on planning, policy implementation, self-monitoring and compliance with key performance and operational indicators.
  • Oversee development and delivery of strategic support and business intelligence including advice on financial resourcing, stewardship, organizational performance and risk management.
  • Oversee development and delivery of robust and reliable ICT services supporting the mission's mandate implementation and facilitate innovative technology solutions.
  • Manage mission information security and incident response plan.
  • Oversee implementation and approval of projects, financial controls and programme completion affecting procurement operations.
  • Oversee procurement budget, performance and capabilities of contractors and quality and cost of programmes.
  • Lead development and implementation of special projects such as Disaster Recovery and Business Continuity, Welfare activities as required.
  • Manage mission's service desk operations providing regular management reports on service availability and performance.
  • Monitor client experience and advise on programs for continuous service improvement.
  • Implement pilot projects on service improvement and monitor, coordinate and report on progress and wider implementation.
  • Carry out other duties as assigned.

Requirements

  • Advanced University degree (Master's degree or equivalent) in business or public administration, management, law, human resources management, finance, accounting, information or related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least ten (10) years of progressively responsible professional experience in public or business administration, human resource management, finance, budgeting, accounting, information technology or related area is required.
  • At least five (5) years of experience at managerial level working in United Nations peacekeeping missions is required.
  • Experience leading change management or complex innovation initiatives involving collaboration and partnership is required.
  • Proven implementation of contingency measures is required.
  • Proven management of resources, staffing and budget during liquidity is required.
  • Work experience in the Eastern Mediterranean is desirable.
  • Experience supporting complex and multidimensional field operations in conflict and post conflict environments is desirable.
  • Hands-on experience with UN administrative/financial/procurement policies and practices is desirable.
  • English language proficiency at UN Level III in reading, writing, listening, and speaking is required.
  • French language proficiency at UN Level I in reading, writing, listening, and speaking is desirable.
