Chief of Unit, Transport

The Chief of Unit, Transport at the United Nations Support Office in Haiti (UNSOH) is responsible for managing and supervising the provision of global assets and equipment support, including vehicle fleet management, asset acquisition, maintenance, and disposal. The role involves liaising with UN agencies and other organizations, managing budgets, overseeing contracts, and supervising staff to ensure efficient transport operations in support of UNSOH and related entities.

Responsibilities

• Plans, manages and supervises the provision of global assets and equipment support, including United Nations Owned Equipment of UNSOSH and BINUH.
• Develops the Vehicle Establishment and manages acquisition, receipts, distribution, maintenance, utilization and disposal of the vehicle fleet in accordance with policies.
• Develops and implements the Global Assets Management Program and manages it according to Department policies and directives.
• Develops and implements the Assets Acquisition Plan, Maintenance and Care Plan, Life Cycle Management Plan and related activities.
• Develops and implements a cost-effective plan for assets and equipment resupply, including outsourcing models like Equipment-as-a-Service (EaaS).
• Liaises with UN agencies, NGOs, government organizations, intergovernmental agencies and suppliers for assets and equipment fleet management support.
• Ensures inventory control and supervises physical annual checks of assets and equipment.
• Develops and implements standard operating procedures for assets and equipment operations in field missions and other supported entities.
• Manages the unit budget ensuring adherence to UN financial regulations and rules.
• Supervises preparation of performance reports and responses to audit observations.
• Acts as a Certifying Officer responsible for efficient use and accurate accounting of all resources and expenditures of the Unit.
• Determines technical specifications for goods and services, reviews bids and conducts technical evaluations.
• Oversees contracts for goods and services and evaluates vendor performance in coordination with relevant units.
• Ensures quality control procedures and compliance with regulatory regimes.
• Ensures UN equipment is used according to regulations and usage data is accurately recorded.
• Participates in administrative bodies such as Local Committee on Contracts, Tenders Committee, Local Property Survey Board and Boards of Inquiry.
• Collaborates with insurance specialists to resolve insurance policy issues for vehicles, plants, and equipment.
• Develops the Unit Staffing Table and acts as Line Manager to Sub-Unit Managers.
• Manages allocation and rotation of work assignments.
• Coordinates annual Work Plans and produces performance assessments and evaluations for staff.
• Supervises personnel and evaluates staff performance of the Unit.
• Develops and implements the Unit Training Plan and coordinates training activities.
• Ensures compliance with UN policies on workplace safety and environmental protection.
• Performs other related duties as required.

Requirements

• Advanced university degree (Master’s degree or equivalent degree) in mechanical or automotive engineering, supply chain management and logistics, transportation management or related field is required.
• A first level university degree with a relevant combination of education, professional training, certification in surface transport operations, and two (2) additional years of work experience in surface transportation related occupation, may be accepted in lieu of the advanced university degree.
• A valid driver's license is required.
• Training in the planning, coordination and control of large vehicle fleet operations is required.
• A minimum of seven (7) years of progressively responsible experience in ground transport operations management and vehicle fleet management, including one year experience in an international environment is required.
• At least three (3) years in a supervisory position directly related to the coordination and management of a complex vehicle fleet in a UN entity or similar international organization is required.
• Experience in procurement, contract management and performance monitoring of large-scale goods or services contracts for vehicles or fleet management is required.
• Experience in SAP (Maintenance Module, ECC, IBP) is required.
• Experience in vehicle repair and maintenance is required.
• At least two years of experience in sourcing, using and deploying Vehicle Tracking Systems (VTS) is desirable.
• Experience with data analysis and business intelligence reporting is desirable.
• English is required at UN Level II proficiency in reading, writing, listening, and speaking.
• French is desirable at UN Level I proficiency in reading, writing, listening, and speaking.
