The Chief of Service, Service Delivery, D-1, is responsible for managerial and supervisory control over all logistics, technical and operational support services within the Service Delivery pillar at the United Nations Support Office in Haiti (UNSOH). The role involves planning, coordinating, and managing logistics support services, ensuring compliance with UN policies, and acting as a liaison between the Mission, Regional Service Centre, and Headquarters.

Responsibilities

  • Exercise managerial and supervisory control over all logistics, technical and operational support services within the Service Delivery pillar.
  • Work in close cooperation with MSD Service Chiefs to ensure demands for goods and services are planned, resourced, forecasted, accurate, and submitted timely.
  • Contribute to planning and resourcing operational requirements in coordination with all Mission components.
  • Manage and coordinate all multifunctional support services requirements between UN Headquarters, Mission components and other UN and non-UN entities.
  • Act as principal liaison between the Mission, Regional Service Centre, and Headquarters for support delivery service matters.
  • Implement UNHQ policy and develop mission procedures to ensure support services satisfy UN regulations and rules.
  • Initiate development and implementation of the service delivery work plan, prioritize and anticipate requirements.
  • Develop and monitor KPIs to ensure consistency and improvements in service delivery.
  • Conduct overall planning and coordination of logistics support services for deployment of civilian, military and police deployments in all sectors of the Mission.
  • Act as workforce planner, Hiring Manager and First Reporting Officer for the Service Delivery pillar and Section Chiefs respectively.
  • Manage and supervise an integrated civilian, military and police mission support organization.
  • Participate in the selection of senior military or police staff officers assigned to the Service.
  • Assume responsibilities of Certifying Officer for the budget allocation to Mission Service Delivery.
  • Chair or be a member of technical and operational bodies.
  • Advise senior management on support services management, structures and staffing levels.
  • Ensure timely and proper management of UN owned assets and contractual services of high financial value under Service Delivery control.
  • Coordinate budgetary requirements for Service Delivery pillar and submit budget performance reports.
  • Provide technical and professional response to BOA, OIOS audit observations and ensure timely implementation of agreed observations.
  • Perform other related duties including deputising for DMS as required.

Requirements

  • Advanced university degree (Master's degree or equivalent) in business administration, engineering, logistics, medical, aviation or related field.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of fifteen years of progressively responsible experience in administration, logistics or service delivery areas, such as integrated support services, operational support or technical services; logistics; planning; program management; property, contract and resource management; or related field is required.
  • Experience in collaborating across multiple groups efforts to achieve strategic objectives and priorities is required.
  • At least five years of management experience in the area of service delivery, operational support, logistics or related field in an international environment is required.
  • Experience in managing complex service delivery operations in a conflict or post-conflict environment with scarcity of resources is desirable.
  • Experience in planning, deployment or sustaining field operations is desirable.
  • English language proficiency at UN Level II is required.
  • French language proficiency at UN Level II is desirable.
