The Administrative Officer is responsible for human resource administration, planning, programming/budgeting, and implementing, monitoring and evaluation of business functions within the United Nations Support Office for Haiti. The role includes providing expert advice on UN rules and procedures, overseeing budget and finance functions, and managing general administration and support services.

Responsibilities

  • Initiates and coordinates actions covering the entire span of human resource activities, ensuring consistency in the application of UN rules and procedures.
  • Provides expert advice on conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Represents the Department/Unit at Departmental Panels and appointment bodies.
  • Reviews post incumbency reports for purposes of vacancy management and staffing table control.
  • Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives.
  • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources.
  • Monitors and controls budgetary allocations through regular reviews and provides effective monitoring reports and data.
  • Establishes and maintains policies, procedures, standards and tools consistent with UN policy to ensure proper accounting, financial management and control.
  • Implements and monitors support services including procurement, transport, travel, communications, engineering and IT support.
  • Supports protocol activities and coordinates related administrative and official functions.
  • Supports assets’ life-cycle management activities including planning, tracking, utilization, maintenance, and disposal.
  • Coordinates legal reviews of MOUs, contracts, claims, and litigation matters ensuring compliance.
  • Oversees implementation of delegation of authority frameworks and compliance monitoring mechanisms.
  • Supervises staff and provides advice on human resource administration, financial administration and management information issues.
  • Produces major/complex reports for management and provides expert guidance and leadership to junior staff.
  • Performs other related duties as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
  • Experience in providing logistical support to non-UN military and police troops is required.
  • Experience in overseeing the implementation of delegation of authority frameworks and compliance monitoring mechanisms is required.
  • Experience in the UN or a similar international organization is required.
  • Hands-on experience with UN administrative/financial policies and practices is required.
  • Experience in collaborating with Sections to develop and implement tools to monitor the delivery of Mission Support functions is required.
  • Experience in change management, development and implementation of new initiatives is desirable.
  • Specific knowledge of the UN administrative electronic tools, such as Umoja is desirable
  • English and French are required with UN Level III reading, writing, listening and speaking proficiency in English and French.
