The Administrative Officer supports the Executive Secretary of the Independent Audit Advisory Committee (IAAC) by managing human resources, budget and finance, and general administration functions. The role involves coordinating HR activities, monitoring budget allocations, producing reports, and providing expert advice and leadership within the IAAC Secretariat.

Responsibilities

  • Initiates and coordinates human resource activities including recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, and training.
  • Provides expert advice on conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Leads, oversees and coordinates the preparation and implementation of the work program and budget ensuring compatibility with work priorities and objectives.
  • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources.
  • Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; provides effective monitoring reports and data; identifies deviations and proposes corrective measures.
  • Establishes and maintains policies, procedures, standards and tools consistent with UN policy to ensure proper accounting, financial management and control.
  • Supervises a staff team and/or provides advice on human resource administration, financial administration and management information issues and practices.
  • Produces major/complex reports for management and conducts research and in-depth analysis of key issues relevant to the Committee.
  • Provides expert guidance and leadership to more junior staff.
  • Collects and analyses data to identify trends or patterns and provides insights through data visualization methods including artificial intelligence.
  • Performs other related duties as required.

Requirements

  • An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required.
  • A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
  • A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
  • Two years or more of experience in data analytics, artificial intelligence or related area is required.
  • Experience working with intergovernmental bodies is required.
  • Experience in monitoring and reviewing budgetary allocations is desirable.
  • English language proficiency at UN Level II for reading, writing, listening and speaking is required.
