See your match score & applyThe Administrative Officer is responsible for coordinating human resource activities, budget and finance management, and general administration within the Office of the High Commissioner for Human Rights in Kyiv. The role includes overseeing procurement, premises management, and acting as Officer-in-Charge in the absence of the Unit Head.
Responsibilities
- Effectively coordinates actions relative to the administration of human resource activities, including recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, and training, ensuring consistency in the application of UN rules and procedures.
- Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
- Leads preparation and implementation of the work programme, ensuring financial resources are utilized in accordance with the Programme Budget and allotments.
- Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress versus the programme plan.
- Coordinates the production of programme reports.
- Defines requirements and works with systems units to improve budget reporting systems and cost-effective utilization of program resources.
- Develops and implements procedures to ensure accounting and financial management controls are consistent with UN policy and practice.
- Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
- Provides guidance and leadership to more junior staff.
- Oversees procurement, billing, receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
- Coordinates actions for premises management.
- Oversees identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
- Collects and analyses data to identify trends or patterns and provide insights through data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Acts as Officer-in-Charge for Programme and Operations Unit in the absence of the Unit Head.
- Performs other related work as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Certification in Enterprise Resource Planning (ERP) systems, such as Umoja is required.
- Certification in Public Procurement, such as CIPS, is required.
- Prince 2 foundation or similar programme management certification is desirable.
- A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
- Experience on workforce planning and recruitment campaigns is desirable.
- Experience working on Enterprise Resource Planning (ERP) systems such as Umoja is desirable.
- People management experience is desirable.
- English is required at UN Level III proficiency.
- Russian is required at UN Level III proficiency.
- Ukrainian is desirable at UN Level II proficiency.
