See your match score & applyThe WASH and Construction Engineer is responsible for the supervision of construction and rehabilitation projects in schools, communities, and health care facilities. The role includes conducting technical assessments, designing construction projects, preparing bill of quantities, supervising infrastructural projects, and supporting procurement processes for school projects.
Responsibilities
- Conduct technical assessments of water, sanitation, and construction needs for facilities to be rehabilitated or built.
- Participate in the selection of target communities and WASH infrastructural facilities through technical feasibility studies and community consultations.
- Plan and organize implementation, monitoring, and evaluation of WASH and construction activities.
- Design construction projects and establish work specifications to support procurement and supply chain processes.
- Develop procurement trackers, stock trackers, and distribution plans for timely follow-up.
- Provide technical training to community volunteers, Water Sanitation User Committees, local staff, partners, and contractors.
- Ensure quality control of construction materials and supervise contractors and staff on site.
- Design and organize training for WASH and construction projects at household and institutional levels.
- Coordinate budget management and site supervision for direct interventions and partner activities.
- Verify that construction and rehabilitation work meets quality benchmarks and standards.
- Plan and report weekly data on project indicators and construction progress.
- Monitor water quality analyses at household, community, school, and health care facility levels.
- Provide regular written updates and detailed reports to line management.
- Work collaboratively with other Save the Children team members to ensure integration of interventions.
- Ensure integration of gender, child protection, disability, environment, and other crosscutting issues in WASH activities.
- Identify learning and training opportunities and mentor less experienced staff.
- Conduct mapping and training of skilled masons and laborers and train construction teams on child safeguarding.
- Coordinate with other agencies and government bodies and take leadership roles in interagency forums.
- Advocate for maintenance of minimum humanitarian relief standards in accordance with Sphere Charter and relevant codes of conduct.
Requirements
- Bachelor’s degree in civil engineering.
- Minimum 3 years of professional experience in construction, including at least 1 year in the WASH sector with NGO, INGO or UN agencies.
- Practical knowledge in masonry, plumbing, carpentry, and pumping systems.
- Knowledge of AutoCAD and Archie CAD software.
- Knowledge of preparation of estimates and bill of quantities (BOQ).
- Planning and organizational skills.
- Ability to listen and adapt.
- Good interpersonal skills.
- Proficiency in English.
- Perfect knowledge of local languages.
- Community mobilization skills.
- Computer literacy including Excel, Word, and PowerPoint.
- Experience in the INGO sector is desirable.
- Good knowledge of supervision techniques is desirable.
- Fluency in oral and written English, Pashto and Parsi languages is desirable.
