Monitoring, Evaluation, Accountability & Learning (MEAL) Assistant

The MEAL Assistant supports the Monitoring, Evaluation, Accountability and Learning team by designing and implementing M&E plans, supporting evaluation studies, tracking project outputs, and contributing to monitoring and reporting. The role ensures gender-sensitive and participatory MEAL processes, including capturing the voice of children, and works closely with program and project staff.

Responsibilities

• Provide training to concerned program staff on the use of MEAL system; conduct rapid assessments and analysis of field-based programs to monitor program activity.
• Support in coordinating and administering all programme’s related baseline surveys including data collection, compiling of data and report writing.
• Collect good quality monitoring data in a timely manner and organize data for reporting to Programme teams and MEAL Officer/Manager.
• Conduct monitoring, quality assessment and data validation, and provide feedback and recommendations for timely improvement.
• Ensure project teams update project databases and IPTT on time.
• Support setting projects’ logframes and indicators on PRIME in line with SCI guidelines.
• Develop capacity of local communities, partners and staff on M&E framework, data management, data analysis, and results-oriented programming.
• Ensure active participation of children, women and vulnerable community members in all Project and MEAL activities.
• Organize and facilitate reflection sessions and learning workshops.
• Participate in surveys, baselines, evaluations, project monitoring and reviews, and lessons learning workshops/events.
• Complete PRIME training and ensure projects are updated on PRIME.
• Undertake regular visits to field locations to support monitoring and evaluation processes.
• Develop field staff capacities to employ a learning approach and promote learning through documentation of lessons learned.
• Assist in designing and updating MEAL guidelines and tools and ensure project staff access and use them.
• Supervise MEAL volunteers and support their capacity building and daily work.
• Coordinate collection, reporting and validation of data.
• Ensure quality of monitoring data through capacity building, supervision, routine checking and validation.
• Promote learning in the project, analyze data and produce reports on best practices and case studies.
• Ensure reporting components are lined up in advance of deadlines and follow up with responsible persons.
• Compile and provide analytical inputs to program technical reports.

Requirements

• Bachelor degree in an area of social science, development or equivalent
• At least 2 years experience of working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, Health and Nutrition.
• Experience in setting up and/or managing M&E systems, preferably in NGO setting
• Knowledge and/or experience of working on accountability initiatives, such as child participation, information sharing and complaints response mechanisms.
• MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software
• Ability and willingness to travel to field sites
• Experience in and proven ability to support, train and mentor staff and partners in monitoring and evaluation methodology
• Highly developed interpersonal and communication skills including influencing, negotiation and coaching
• Strong results orientation, with the ability to challenge existing mind sets
• Ability to present complex information in a succinct and compelling manner
• Knowledge of qualitative and quantitative research methods
• Fluency in Arabic & English (both verbal and written)
• Commitment to and understanding of Save the Children strategy, vision, mission, values and principles, good understanding and commitment to principles of child rights and child protection
