See your match score & applyThe Finance Manager is a member of the Senior Management Team responsible for finance administration, fiscal management, and financial reporting in Kosovo National Office. The role includes leadership, planning and budgeting, financial accounting and control, treasury management, corporate governance, and staff management in both emergency and development contexts.
Responsibilities
- Contribute to leadership of the Kosovo National Office as a member of the Senior Management Team
- Support development of organisational culture reflecting agency values and promoting accountability and high performance
- Help design and implement organisational structure consistent with agency practices and programme needs
- Establish and maintain relationships with host government, partners, donors, and NGOs
- Ensure Kosovo National Office accomplishes all Finance Key performance indicators
- Provide support during emergencies working closely with Regional Office
- Assist Executive Director in management of National Office resources including work program formulation, resource allocation and funding gap analysis
- Provide support and guidance to Senior Management Team and program staff during planning and allocation exercises
- Monitor implementation of donor agreements and resource utilization
- Work with program teams to develop plans to meet funding and programming needs including diversification of funding resources
- Identify and manage financial risks and develop mitigation plans
- Ensure budget authority and financial procedures are in place and understood
- Manage financial systems and provide monthly budget variance updates
- Ensure control of assets, funds, equipment, property and facilities
- Submit timely financial reports to Centre, Board Members, Regional Office and donors
- Ensure effective financial management and control systems including annual accounts, cash management, expenditure procedures, and finance training
- Monitor submission of financial reports and attachments to members, donors and government agencies
- Coordinate submission of control reports and respond to findings
- Lead development of finance policies and procedures
- Coordinate audits with Executive Director
- Ensure transactions are entered and reviewed in Agresso with monthly reconciliations
- Ensure monthly financial reviews and quarterly reports are prepared and submitted
- Manage cost allocation methodology and ensure timely and accurate coding
- Lead analysis of budget capacity and cost allocation charges
- Accountable for financial modelling and fair allocation of costs to awards
- Provide timely management information to Programme leadership and donors
- Assume accountability for cash management procedures and timely disbursement of payments
- Ensure financial situation reports and forecasting are submitted
- Manage FX accounting and liaise with SCI Treasury to minimize exposures
- Ensure compliance with Treasury Minimum Standards and manage treasury policies and procedures
- Manage finance team including recruitment, training, performance management and development
- Ensure compliance with Save the Children policies including Child Safeguarding and Health and Safety
Requirements
- Recommended a minimum of 5 years management experience in a corporate or an NGO environment, of which three at a management level within the finance department of a national or international organization
- Financial / Accountancy University or equivalent degree strongly recommended
- Membership of Professional Accountancy body (eg CA, ACMA, ACCA) strongly recommended
- Excellent understanding of business and financial planning including strategic modelling
- Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information
- Excellent experience of budgeting and budget management
- Excellent understanding of financial systems and procedures
- Strong business acumen and the ability to contribute to strategic decisions
- Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
- Experience of general administration work
- Strong communication and interpersonal skills
- Ability to manage a complex and diverse workload and to work to tight deadlines
- Ability to build a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary
- Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
- A full appreciation of the value of co-operation, both internationally and within a team environment
- Understanding of Save the Children’s vision and mission and a commitment to its objectives and values
