The Project Officer will support the implementation of the ECHO-funded ACCESS 3 Project, leading rapid emergency response activities during disasters and conflict-related crises, conducting needs assessments, coordinating with partners, and supporting preparedness and project implementation in affected communities in the Philippines.

Responsibilities

  • Lead and coordinate rapid emergency response activities during disasters and conflict-related crises.
  • Conduct rapid needs assessments and support response planning for affected communities.
  • Work closely with consortium partners, government agencies, LGUs, BARMM ministries, and humanitarian actors.
  • Monitor response activities and help ensure quality, timely, and accountable delivery of assistance.
  • Prepare situation reports, project updates, and donor reports.
  • Support project implementation, monitoring, documentation, and operational coordination.
  • Strengthen emergency preparedness through contingency planning, simulations, and readiness activities.

Requirements

  • Bachelor's degree in Social Work, Community Development, DRRM, Development Studies, Social Sciences, Public Administration, or a related field.
  • At least 5 years of experience in humanitarian response, emergency preparedness, DRRM, or humanitarian project management.
  • Experience conducting rapid needs assessments and supporting emergency response operations.
  • Strong coordination experience with government agencies, NGOs, and humanitarian partners.
  • Experience working in disaster-affected and/or conflict-affected communities.
  • Knowledge of humanitarian standards, safeguarding, protection, gender equality, and accountability principles.
  • Experience with donor-funded or consortium projects is an advantage.
  • Familiarity with the Mindanao and BARMM context is highly desirable.
