The Lead M&E Specialist provides strategic technical leadership for the Monitoring, Evaluation, and Information Management System of the Liberia Women Empowerment Project (LWEP). The role involves generating gender-disaggregated evidence to measure impact across social norms, health/education service-seeking, and resilient livelihoods, strengthening M&E architecture, harmonizing partner data systems, and institutionalizing learning processes.

Responsibilities

  • Conduct gap analysis of current systems.
  • Operationalize the Results Framework with clear indicators and verification tools.
  • Ensure gender-responsive monitoring and data quality assurance.
  • Harmonize tools across consortium partners.
  • Build partner capacity through training and technical support.
  • Align SASA! methodology and GBV indicators with project frameworks.
  • Supervise and mentor M&E staff.
  • Foster a culture of learning and accountability.
  • Lead mid-term and end-term assessments.
  • Track service uptake, livelihood outcomes, and community engagement.
  • Produce high-quality reports and document best practices.
  • Ensure safeguarding, confidentiality, and ethical data collection.
  • Capitalize lessons learned into knowledge products for advocacy.

Requirements

  • Bachelor’s degree in Statistics, Demography, Economics, Sociology, International Development, or Gender Studies (strong quantitative background).
  • 7–10 years of progressive M&E experience in large-scale projects (preferably Liberia/West Africa).
  • Expertise in MIS/database development and digital beneficiary tracking.
  • Extensive experience in Gender Equality & Women’s Empowerment projects.
  • Familiarity with SASA! methodology highly desirable.
  • Proven ability to coordinate across multiple partners/consortia.
  • Proficiency in SPSS, STATA, R, Atlas.ti.
  • Skilled in digital data collection platforms (KoBoToolbox, ODK, CommCare).
  • Strong leadership, report writing, and communication skills.
  • Ability to meet strict deadlines under pressure.
