Multi CC Coordinator Ecuador Quito

The Multi CC Coordinator is responsible for coordinating and implementing NRC programs in Protection, ICLA, and WASH competencies in Ecuador. The role strengthens NRC's humanitarian response, represents the organization in strategic coordination spaces, and ensures technical leadership and quality in program implementation.

Responsibilities

• Ensure adherence to NRC global, regional, and national policies, guidelines, standards, procedures, and strategies in all management and implementation processes.
• Direct personnel management including performance management, setting clear objectives aligned with country strategy and priorities, and supporting staff achievement.
• Responsible for key processes such as workforce planning, recruitment, onboarding, staff development, and duty of care for own staff.
• Contribute technical and operational inputs for implementation and updating of Area and Core Competencies strategies.
• Collaborate with Monitoring & Evaluation team and specialists in designing protection-specific indicators and tools for projects.
• Support project proposal formulation ensuring relevance and alignment with institutional priorities.
• Ensure technical quality of the three competencies under responsibility.
• Coordinate project execution ensuring compliance with work plans, budgets, and donor and NRC strategy requirements.
• Ensure quality implementation with complete, updated, and available verification means.
• Coordinate with Country Office and Area Office specialists to ensure technical coherence of response.
• Monitor budget and financial execution of projects including those implemented through partners, complying with donor requirements and NRC internal policies.
• Promote key skills transfer and strengthen technical and management competencies within project team and implementing partners ensuring quality, programmatic coherence, and alignment with NRC standards.
• Maintain and strengthen cooperation coordination with local authorities, strategic partners, and key actors in the region.
• Represent NRC in relevant technical and programmatic coordination spaces promoting institutional approaches and priorities in coordination with Area Management and Country Office.
• Promote and defend rights of refugees, internally displaced persons, and host communities in line with NRC advocacy strategy.
• Coordinate implementation of integrated (Multi-CC) direct, hybrid, and partner responses prioritizing protection of displaced populations in difficult access and high volatility areas.
• Ensure program planning and design follow NRC quality standards in each competency under responsibility.
• Contribute to program strategy development, project proposals, including technical review of budgets, methodologies, and approaches.
• Collect, analyze, systematize, and update information on project context using analysis to adjust implementation modalities according to operational conditions and identified needs.
• Coordinate immediate needs assessments (RNA), accelerated start-up processes, and periodic context reviews to adapt interventions in real time.
• Proactively alert Area Management and Country Office about operational risks, access bottlenecks, or deviations compromising humanitarian response speed and quality or contractual donor responsibilities.
• Provide technical guidance and training to NRC staff and partner teams to ensure quality implementation, agreed programmatic approaches, and compliance with institutional and donor standards.
• Promote participation of individuals, households, and communities in emergency assistance and durable solutions equitably, safely, and equally following NRC's Safe and Inclusive Programming (SIP) parameters.
• Supervise quality and compliance of project work plans implemented by NRC and partners ensuring technical approaches and expected results achievement.
• Ensure project implementation documentation according to NRC procedures (SSD, RoD, and verification means).
• Coordinate preparation and consolidation of programmatic and situational reports ensuring timely delivery in coordination with Area Management.
• Review and provide feedback on project proposals, reports, and budgets with other competency specialists, project coordinators, and Area Management ensuring alignment with NRC guidelines, donor requirements, and applicable standards.
• Participate in NRC coordination, planning, and articulation routines for the Area team.
• Implement quality control, monitoring, and program evaluation systems ensuring deliverables reconciliation.
• Conduct periodic project visits to provide technical support, strengthen implementer capacities, and monitor quality verifying implementation according to NRC, donor, and international standards.
• Promote knowledge management and application of lessons learned to strengthen project implementation under responsibility.
• Promote NRC's approach with key actors and in relevant coordination spaces locally and nationally in coordination with Area Management ensuring articulation with implementing partners.
• Maintain contact and collaborate with relevant local authorities and other key actors to ensure services allow participant populations to access their rights.
• Provide technical inputs to existing coordination mechanisms (Clusters or Working Groups) representing NRC and partners' perspectives.
• Ensure a safe work environment for reporting irregularities and that reported cases are handled confidentially, ethically, and sensitively.
• Ensure safety and wellbeing of supervised team under duty of care and HAS guidelines.
• Perform any other tasks assigned by supervisor aligned with job objectives.

Requirements

• University degree in Social Sciences (Law, International Relations, Social Work or related fields).
• Excellent written and spoken Spanish.
• Intermediate oral and written English is desirable.
• Knowledge and experience in using Office package and databases.
• Excellent oral and written communication skills.
• Excellent interpersonal skills.
• 4 years of experience managing teams, preferably multidisciplinary.
• Documented previous results in similar responsibility roles.
• Self-awareness of leadership skills/profile.
• Minimum 4 years of experience implementing projects in crisis contexts, with at least 2 years in leadership and team management and operational coordination.
• Documented experience in at least two of the following areas: Community approaches, cash-based interventions, community mobilization and participation.
• Experience establishing relationships and coordination with government and traditional leaders.
• Solid knowledge of the humanitarian context in Ecuador.
• Demonstrated skills and experience in successful field team management and capacity building for effective and quality implementation.
• Experience in participatory methodologies, prioritization of vulnerable populations, and work in hard-to-reach areas.
• Mastery of tools and methodologies for planning, implementation, monitoring, evaluation, and closure.
• Knowledge of indicator tracking systems, impact evaluation, and use of verification means.
• Management of logical frameworks, budgets, and expense control aligned with donor requirements and NRC standards.
• Skills to articulate with partners, donors, local authorities, and other humanitarian actors.
• Workload planning, performance management, capacity development, and inclusive leadership.
• Knowledge of international humanitarian norms and standards (Sphere, CHS, IASC, among others).
• Knowledge of humanitarian and development project management methodologies.
• Use and management of context, conflict, and risk analysis tools.
• Management of project information systems and databases.
• Proficiency in Excel, Word, PowerPoint, and collaborative platforms (Teams, SharePoint, etc.)
