The Logistics Officer is responsible for the daily implementation of logistics and administration functions in Maradi, Niger, ensuring adherence to NRC policies and supporting the mission's operational needs. The role involves managing procurement, supply chain, vehicle fleet, and coordination with suppliers and internal departments to support humanitarian activities.

Responsibilities

  • Ensure adherence to NRC policies, manuals and guidelines.
  • Implement delegated support functions according to the action plan.
  • Prepare progress reports on support activities as requested by supervisor or management.
  • Ensure proper archiving of documents.
  • Encourage and propose improvements for support functions.
  • Facilitate access to state services within NRC activities.
  • Contribute to good management of administrative services.
  • Collect and consolidate administrative reports for the mission.
  • Manage procurement to meet requests according to NRC policies and tools.
  • Manage supply chain at the base: request and follow up on purchases, receipt of goods.
  • Enter all necessary data for procurement stages in Agresso system.
  • Submit periodic reports for the base.
  • Manage price catalog and update/compile supplier list for the base.
  • Inventory and asset management in collaboration with logistics coordinator.
  • Manage transport and track movement of people and goods per procedures.
  • Manage vehicle fleet including fuel supply, consumption tracking and maintenance.
  • Participate in organizing public procurement of supplies, transport and transfers per NRC procedures.
  • Serve as focal point for all logistics activities and liaise with suppliers and fuel stations.
  • Prepare and submit reports related to stock, fuel consumption, contract follow-up, purchase tracking, asset register and inventory.
  • Ensure proper delivery of goods to concerned services.
  • Prepare paper procurement files with payment documents for Finance submission.
  • Ensure proper physical and electronic archiving of logistics documents per NRC standards.
  • Evaluate supplier performance and complete performance tables.
  • Manage supplier contracts and communications under supervision.
  • Archive important correspondence and documents on Office 365 Filing Tree.
  • Manage incoming correspondence, dispatch within departments and external sending with traceability.
  • Manage stock related to program implementation with alert follow-up.
  • Plan events, workshops, seminars, trainings, team building including catering.
  • Propose improvements for office cleanliness.
  • Collaborate closely with logistics, finance and program departments.
  • Conduct market studies as per NRC terminology.
  • Perform other tasks assigned by supervisor.

Requirements

  • Experience as a base logistics manager in a humanitarian context.
  • Previous professional experience in complex and unstable contexts.
  • Proven results in responsibilities related to the position.
  • English language skills are an asset.
  • Professional experience in an international non-governmental organization is an asset.
  • Degree or relevant qualification in logistics, administrative management, economics, management or related discipline.
  • At least 3 years of experience in a similar position.
  • Experience in procurement and tender management.
  • Experience in managing paper and electronic documents.
  • Experience in supplier management.
  • Good computer skills, including email, Microsoft Excel and Word; experience with Microsoft 365 is an asset.
