See your match score & applyThe ICLA Programme Development Manager for Haiti is responsible for the design, development, and implementation of the Information, Counselling and Legal Assistance programme, including quality assurance, technical supervision, strategic positioning, evidence generation, donor engagement, and representation. The role focuses on supporting displaced individuals to claim their legal rights and reducing protection risks within and outside Haiti.
Responsibilities
- Conduct contextual ICLA analysis to inform programme design, including assessments in hard-to-reach areas and reviews of potential national partners.
- Design ICLA activities and the implementation model, including operational planning.
- Develop ICLA strategy, technical SOPs / guidelines and Macro LFAs.
- Ensure that development strategies for protection from violence services are aligned with national strategies and global protection frameworks, including standards for safe and inclusive programming.
- Lead proposal writing/program development processes to diversify donors' funding base.
- Support the development and implementation of ICLA assessments to inform programme development and advocacy strategies.
- Lead the development of high-quality and evidence-based ICLA project proposals and budgets for new projects/extensions of projects in close collaboration the Head of Program and the Field Staff.
- Ensure solid M&E framework for ICLA activities is in place, contribute to development of analytical tools to measure impact both at outputs and outcomes level, promote ICLA Staff capacity building on M&E standards and analysis of quantitative and qualitative data.
Requirements
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in French and English both written and verbal; knowledge of Haitian creole is considered an asset.
- University Degree in Law (preferred), social sciences, social work, psychology, protection, or related fields.
- Professional experience in protection (including legal assistance) programming.
- Strong knowledge of legal identity/documentation, legal assistance and Housing, Land and Property (HLP) programming in humanitarian settings.
- Knowledge of the Haitian context will be considered an asset.
- Experience working with population with different types of vulnerability, victims of conflict, violence, among others.
- Experience in conducting or translating legal and contextual analysis into programme design, advocacy and operational decision-making.
- Experience in budget management.
- Willingness to travel in the areas where NRC has a presence and to spend the night in the field.
