Humanitarian Access & Safety Manager Afghanistan

The Humanitarian Access and Safety Manager will ensure compliance with minimum standards and reduce overall risk to operations in Afghanistan. The role involves developing and updating strategies, plans, and procedures; implementing mitigation measures; and coordinating and delivering training courses to support humanitarian access and safety.

Responsibilities

• Implement Humanitarian Access and Safety Risk Management System.
• Develop and implement Global Health, Safety, and Security Management System.
• Promote risk management culture.
• Provide oversight and support for staff, assets, operations, and reputation of NRC regarding humanitarian access and safety.
• Provide strategic advice to country management.
• Develop and maintain humanitarian access and safety documents, procedures, guidance, tools, strategy, and budgets.
• Line manage staff including performance management, workforce planning, recruitment, induction, development, and support for Duty of Care.
• Support, train, and develop capacity of NRC staff.
• Network, communicate, and cooperate with external security actors.

Requirements

• Bachelor's Degree required.
• Senior management experience in a humanitarian/recovery context.
• Experience in humanitarian access analysis and civil-military coordination.
• Expertise in staff training, development, coaching, and mentoring.
• Exposure to improvised explosive device attacks, complex attacks, target killings, air strikes, access impediments, armed opposition groups and terrorist organisation presence context.
• Experience working in complex and volatile contexts.
• Fluency in English, both written and verbal.
