Programme Director (Land Facilities)

The Programme Director (Land Facilities) leads the development and delivery of NATO Infrastructure programme plans across all lines of development (DOTMLPFI). The role involves managing lifecycle costs, scope, schedule, risk, and performance of infrastructure projects, coordinating with multiple stakeholders, and ensuring coherent delivery of capabilities across NATO infrastructure programmes.

Responsibilities

• Lead the development of NATO Infrastructure programme plans across all lines of development (DOTMLPFI) and ensure the delivery of programme outcomes by assessing throughout the lifecycle cost, scope, schedule, risk and performance against agreed tolerances for submission to governance.
• Monitor Capability requirements development at all stages of development across DOTMLPFI.
• Plan Operations & Maintenance support, plan, direct and conduct acceptance process and direct the disposal process for facilities no longer required.
• Monitor the capability projects throughout their lifecycle.
• Direct the Project Coordinators in their role in the development of infrastructure and facilities projects for inclusion in the NATO Infrastructure programmes.
• Maintain close liaison with other HQ SACT staff, ACO, Advisory Bodies, civilian, public and military stakeholders concerning the NATO Infrastructure facilities programmes.
• Maintain close working relationships with Strategic Planning Function and other Capability Leads and Programme Directors to ensure coherent delivery of capabilities across the DOTMLPFI.
• Represent the MSIF Branch at meetings, conferences and workshops as required.
• Assist Branch Head in the arrangement of major MSIF meetings at, or visits to, HQ SACT.
• Lead or support other Infrastructure Capabilities/ Programmes/ Projects as directed by the Branch Head.

Requirements

• University degree in architecture, civil engineering, infrastructure development, construction management, facilities management, military engineering, or a closely related infrastructure discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in architecture, civil engineering, construction, infrastructure development, facilities management, military engineering, or a closely related infrastructure discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
• At least 5 years programme management experience in a large organization.
• At least 5 years experience within Infrastructure and Facilities Programmes.
• Experience in Land facilities (training facilities, ranges etc).
• University Engineering Degree and 4 years post related experience.
• English - SLP 3333 - (Listening, Speaking, Reading and Writing)
• Chartered or professionally accredited engineer, architect, construction manager, infrastructure specialist, or equivalent membership/accreditation in a recognised professional institution (desirable).
• Understanding of the NATO Governance and Management model for common funded capabilities (desirable).
• Qualified PRINCE 2 or equivalent (desirable).
• Qualified Management of Risk (MoR) (desirable).
• Course: ETE-FI-2708 - Resource Management Education Programme (RMEP) Course (desirable).
