The Exercise and Resource Coordination Manager at SHAPE is responsible for managing collective training and exercise resources across NATO, ensuring sustainability and affordability of the Military Training and Exercise Programme (MTEP), and providing expertise and coordination support to SHAPE divisions and NATO stakeholders. The role involves strategic planning, budget management, and coordination with multiple commands and nations to support NATO operations and training exercises.

Responsibilities

  • Maintain collective training and exercise (TREX) Resources Management expertise across NATO and ensure availability of supporting documents.
  • Support Lessons Learned (LL) process pertaining to TREX resources.
  • Collect and share best practices pertaining to TREX resources.
  • Contribute to Allied Programming doctrine (AD 075-004) and refinement of Funding policy.
  • Contribute to review of NATO Collective Training and Exercise Directive (Bi-SC 075-003) and other relevant directives with resource considerations.
  • Provide advice pertaining to TREX Resources Management to NCS, NFS, and National exercise programmers.
  • Ensure Military Training and Exercise Programme (MTEP) sustainability and affordability in close coordination with HQ SACT.
  • Translate TREX policies and concepts into sustainable and affordable MTEP.
  • Staff and develop longer-term vision and strategy for resourcing TREX activities.
  • Contribute to SACEUR Annual Guidance on ETEE (SAGE) development with TREX resources considerations.
  • Develop MTEP Budget through Exercise Budget User Group (EBUG), NATO HQ screening and execution including WGNTE CIS screening.
  • Coordinate inputs into ACO’s resource planning process.
  • Deconflict funding of Major Joint Exercises (MJX) from design through delivery (up to three years).
  • Act as Fund manager for specific funds as designated by ACOS J7 and delegated by the Financial Controller.
  • Contribute to NATO’s Common Exercise Picture (CEP) by maintaining comprehensive knowledge and oversight over planning and execution of TREX resources.
  • Provide updates and assessment pertaining to TREX resources.
  • Facilitate information exchange pertaining to resources management within NATO TREX Community.
  • Support SHAPE Divisions with TREX resources expertise and update them on available TREX resources.
  • Provide Programme and Project Management advice to SHAPE OPRs for resourcing of TREX activities scheduled by SHAPE.
  • Participate as member/representative in Integrated Resource Management (IRM) Working Group.
  • May undertake deployments in support of military operations and exercises, and/or TDY assignments within and without NATO boundaries up to 180 days.

Requirements

  • Minimum 4 years of managerial experience with responsibility for exercising discretion, judgment, and initiative.
  • Experience in Education, Training, Exercises and Evaluation (ETEE).
  • Knowledge of strategic management processes and procedures as they pertain to the management of a large organization.
  • Experience and thorough understanding of strategic political/military operations and the associated staff work.
  • Knowledge of resource management, budgetary processes, requirement prioritization, risk management and their inter-relations with civilian / military process and management systems.
  • University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • English language proficiency at SPL 4343 level (Listening, Speaking, Reading and Writing).
  • Desirable: 10+ years in military staff roles, such as military HQ, agency, or national Ministry of Defense—including in a joint environment.
  • Desirable: Proven senior stakeholder coordination and briefing experience, including negotiating/working with multiple commands and nations/partners and regularly briefing complex issues to senior leadership (up to 4-star level).
  • Desirable: Demonstrated program/budget responsibility, including experience managing or committing funds in support of major training/exercise activities (planning through execution).
  • Desirable: Sound knowledge of CNAFS and NATO budgeting financial procedures.
  • Desirable: Master’s degree in a related subject (e.g. Business Administration, Education, International Relations).
  • Desirable: Professional Certification in Program or Project Management (PMI, Prince II, MSP).
