LOG Manager Cellule 3 F/H - Basé à Dakar

The LOG Manager Cellule 3 is responsible for ensuring compliance and monitoring of logistical policies within the Cellule 3 portfolio covering Mali, Niger, Burkina, and Mauritania. The role involves strategic logistical planning, coordination with missions, budget management, risk prevention, and team management based in Dakar with frequent field visits.

Responsibilities

• Participate in defining program objectives for countries in the cell and monitor geopolitical and health contexts
• Propose non-medical programs (WASH, food/NFI distributions, shelters, etc.)
• Communicate technical constraints affecting operations and inform the cell of program technical issues
• Support missions in translating medical/operational objectives into logistical strategy
• Represent activities to diverse audiences including missions and support departments
• Ensure good communication with other MSF sections and NGOs in the region
• Participate in support and operations department events
• Manage activity monitoring, analysis, and budget
• Ensure information sharing for activity management and logistics memory
• Evaluate and analyze logistics activities using available tools with anticipation to support field coordinators
• Report activities and budget to logistics and IT departments and RC
• Ensure compliance with adapted policies and procedures including carbon footprint reduction projects
• Collaborate on international procurement strategies and risk prevention committees
• Support coordinators in filtering technical improvement requests and evaluate new practices or equipment deployment
• Visit countries at least every 18 months for evaluation and maintain field links
• Support missions during alerts and emergencies
• Assist logistics coordinators in technical support mobilization and validate strategic orders
• Define and strengthen emergency preparedness strategies with coordinators
• Participate in mission security and risk reduction management
• Ensure logistics teams participate in risk analysis and security incident tracking
• Manage logistics team sizing and composition considering duty of care
• Directly manage Regional Technical Referents based in Dakar
• Develop and follow logistics training in collaboration with RTR and POS
• Support logistics staff career development and recruitment
• Advise missions on logistics team composition and support devices
• Ensure knowledge capitalization and participate in staff training
• Define and ensure briefing pathways for logisticians and coordinators
• Maintain and upgrade own technical skills through training

Requirements

• Significant professional experience including relevant academic qualifications (BAC+5 or equivalent professional training) in a technical or humanitarian logistics field (at least 7 years)
• Significant field experience as a logistics coordinator in an NGO (at least 3 years)
• Experience in a medical humanitarian context including hospital technical management aspects (2 years)
• Experience in operational coordination within an NGO is an asset (2 years)
• Previous experience with MSF OCP is an asset
• Basic technical knowledge in multiple logistics families (electricity, biomedical, construction, mechanics, etc.)
• Demonstrated project management experience
• Knowledge of MSF-OCP logistics policies and tools is an asset
• Computer skills required (office suite), specialized tools are an asset (CAD, ArcGIS)
