See your match score & applyThe Hospital Management and Partnership Referent will lead efforts to develop frameworks and tools for Ministry of Health (MOH) partnerships and provide strategic and operational support to hospital management teams. The role includes capacity building, mentoring, and promoting sustainable management practices to enhance MSF health facilities' performance.
Responsibilities
- Lead the development of a Ministry of Health (MOH) collaboration framework including standardized guidance, templates for MOUs, partnership protocols, and decision-making criteria for engagement.
- Develop guidelines on incentive packages for MOH staff and partners in collaboration with the People & Workforce department.
- Create training materials and toolkits for negotiation skills and partnership management with the Analysis Department.
- Develop monitoring and evaluation tools to track MOUs and partnership effectiveness.
- Draft guidance on balancing MSF standards with MOH protocols and ensure safeguarding and duty of care considerations are integrated.
- Collaborate with counterparts on MOH engagement strategies and maintain a repository of MOUs and partnership tools.
- Advise hospital management teams to align with national hospital management policies and support project teams in MOUs development.
- Enhance hospital management expertise and develop governance, operational, and organizational tools for hospital management.
- Contribute to hospital management team training and assess training needs.
- Provide expert advice on operational efficiency, governance, and organizational processes and conduct project visits for evaluation.
- Advise hospital teams during project design, setup, exit, or operational changes and support transition plans.
- Develop methodologies, tools, and indicators for hospital management and analyze hospital data for improvements.
- Contribute to long-term resource management strategies and advise on workforce planning and HR strategies.
Requirements
- Minimum 2 years of professional experience in management of hospitals or in coordinating positions involving a part of hospital management (e.g., project coordinator, medical project coordinator, Head nurse) is mandatory.
- Minimum 2 years of MSF international experience in different contexts or equivalent experience in medical humanitarian organisations managing projects with hospital components is mandatory.
- Experience in working with Ministries of Health in low-resource settings is mandatory.
- A degree in Management, Hospital management, Healthcare management, Health Policy, International relations is a strong asset.
- Experience in developing guidance and training materials is a strong asset.
- Proficiency in English and French, both written and spoken, is mandatory.
- Other MSF Operational Languages are an asset.
