The safeguarding coordinator, in collaboration with the national team, defines and leads the implementation of a protection strategy aimed at strengthening detection, prevention, and reporting based on a context-specific needs analysis. The coordinator supervises field management teams in preventing and detecting all forms of abuse in the country and oversees the work plan of the team under their responsibility.

Responsibilities

  • Conduct risk assessments on protection and engage with all operational stakeholders including patients and community to identify potential protection risks.
  • Develop a protection action plan with indicators to monitor progress and results.
  • Analyze historical data, reports, and interactions with diversity, equity and inclusion (DEI) teams and community engagement teams to understand trends and root causes of protection issues.
  • Analyze barriers to abuse reporting for patients and community members.
  • Collaborate with other MSF sections to ensure harmonization of activities based on common contextual analysis.
  • Design and lead protection risk assessments and translate findings into comprehensive prevention plans with clear mitigation measures, defined responsibilities, resource allocation, and deadlines, ensuring full integration into programs and HR systems.
  • Provide technical leadership and support to teams, proactively support risk identification (including partnerships), and ensure consistent follow-up and accountability for protection measures implementation.
  • Assist departments in integrating protection objectives into their strategic and operational design.
  • Support new programs, proposals, and emerging or ad hoc emergency interventions by integrating protection risk assessments, mitigation measures, and inclusive practices.
  • Facilitate discussions with Head of Mission and HR Coordinator on mainstreaming protection across national operations and support annual planning activities to integrate protection.
  • Identify knowledge gaps, adapt protection materials contextually, deliver high-quality training, and strengthen internal capacities through a network of qualified trainers.
  • Ensure protection is systematically integrated into onboarding processes, informing all staff of behavior expectations, codes of conduct, and confidential reporting mechanisms.
  • Design and implement community awareness campaigns on rights and complaint and feedback mechanisms in collaboration with community engagement teams.
  • Strengthen capacities of HPCE and community engagement teams to consistently disseminate protection messages, clarify safe reporting procedures, ensure rapid referral, and guarantee victim-centered support services.
  • Lead design, continuous improvement, and supervision of safe and accessible complaint mechanisms with robust SOPs for reporting, triage, and referral, fostering iterative improvements based on system performance and user feedback.
  • Strengthen teams' capacity to proactively identify and remove reporting barriers and ensure staff are well trained in complaint handling, victim-centered approaches, triage, and referral pathways.
  • Lead collection, analysis, and interpretation of protection data including prevention activities, complaints, and safety perceptions to assess impact and continuously refine protection strategies with management.
  • Produce regular analytical reports, coordinate harmonization between operational centers, assist managers in planning and implementing prevention and awareness activities, and strengthen accountability of supervisors for protection outcomes.
  • Coordinate, provide technical support, build capacity, and supervise protection focal points, behavior officers, and safeguarding supervisors.
  • Plan and supervise recruitment, training, performance evaluation, development, and internal communication processes in close coordination with HR to improve team capacities and skills.

Requirements

  • Bachelor's degree or equivalent diploma in a relevant field (law, social sciences, gender studies, humanitarian affairs or related field).
  • Minimum of 5 years of experience in the field of protection within an NGO/IO or at least 5 years of experience with MSF as Field Coordinator or Medical Project Referent.
  • Experience in management, coordination, and implementation of protection strategies.
  • At least one mission completed in an emergency context is required.
  • Experience in designing and delivering training and awareness activities is highly desirable.
  • Proficiency in French and English (minimum B2 level). Arabic (B2 level) may be required depending on operational context.
  • Good understanding of confidentiality principles, survivor-centered approach, psychological first aid (PFA), and working with vulnerable populations.
  • Excellent coordination, strategic analysis, team management skills, and ability to work under pressure, with strong commitment to MSF principles and values.
