The Field Security Coordination Officer (FSCO) serves as the primary UNDSS focal point for Saving Lives Together (SLT) engagement, providing leadership and operational support in security risk management to enable safe delivery of UN programmes. The role involves forecasting security environments, supporting risk management strategies, coordinating with SLT partners, and enhancing security preparedness and communication.
Responsibilities
- Provides substantive inputs in forecasting the evolving security environment and the UN’s security and operational responses, supporting planning and awareness of current trends to enhance or adjust security programmes including for SLT partners.
- Supports development of risk management strategies and drives planning using situational awareness, critical thinking, and logic to detect and interpret early signals, emerging trends and analysis of multi-dimensional threats affecting UN activities and SLT partners.
- Prepares, reviews, implements, and supports security planning, security risk management documents and risk management-based security solutions through innovation and creativity; provides written analysis of security trends and incident reporting.
- Participates in meetings, committees, task forces, and SLT coordination forums; prepares papers on security issues, delivers briefings and responses as needed.
- Advises on and supports inclusion of security in all stages of UN activities and programmes; provides advice and support to line managers responsible for security; enables delivery of mandates through operational assistance.
- Supports management of security-related projects including SLT implementation activities, ensuring compliance with policies, prioritizing work to meet deadlines, and fostering alignment across organizations.
- Monitors and contributes to preparedness and compliance activities, including initiatives to strengthen security risk management awareness and practices among SLT partners.
- Enhances communication and trust through collaboration, consultation and exchanges with agencies, SLT partners, NGOs, diplomatic missions, and Host Government representatives for information sharing and coordinated security responses.
- Collaborates closely with peers, SLT partners, NGOs, diplomatic missions, and Host Government representatives to facilitate security coordination, strengthen partnerships, promote information sharing, and support security risk management measures.
- Strengthens awareness and preparedness capacity by supporting development, updates and delivery of security training, briefings, workshops and advice including for SLT partners.
- Conducts security surveys and assessments, recommending effective security measures for UN operations and providing technical advice to SLT partners.
- Supports organizational resilience and contingency planning, crisis decision-making, disaster recovery and business continuity plans, including liaison with SLT partners during security incidents and emergencies.
- Provides support to establishing and maintaining a functioning Security Communication System including coordination and information exchange with SLT partners.
- Supports budget, finance and logistical planning for the security office and participates in relevant UN administration, finance, and logistics forums; supports resource mobilization and work plan implementation.
- Manages performance of security personnel under supervision.
- Implements departmental approaches to mainstream gender, diversity and inclusion into all aspects of work and ensures people-centred security risk management approaches.
- Performs other functions as directed.
Requirements
- Advanced university degree (Master's degree or equivalent) in business or public administration, political/social science, psychology, criminal justice, law, international relations, security management or a related field is required.
- A relevant first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.
- A minimum of five years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk or disaster or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required.
- Experience in planning, design, implementation, or review of risk mitigation measures related to operations impacted by insecurity is desirable.
- One (1) year of experience in field operations is desirable.
- International experience is desirable.
- Specialized experience in such areas as security programmes, risk assessments, or analysis is desirable.
- Experience in using applied analytics, business intelligence, information management to advance decisions, strategies and execution is desirable.
- Experience in coordinating security collaboration with non-governmental or international organizations under the SLT framework, or equivalent inter-agency or civil-military coordination mechanisms, is desirable.
- English is required at UN Level III for reading, writing, listening, and speaking.
