The Monitoring and Evaluation Officer will support all aspects of projects/programmes/strategy Monitoring and Evaluation (M&E), including development and implementation of M&E systems, data collection and analysis, reporting, and facilitating learning to recommend continuous improvements. The role involves coordination with various units and stakeholders to ensure compliance with donor and UN requirements and to promote accountability and effective performance management.

Responsibilities

  • Maintain and adjust the overall project/programme/strategy Monitoring and Evaluation framework of the Reintegration Unit, Protection/MHPSS Unit, Medical Unit, Operations and Movement Unit in close coordination with Programmes/Project Officers.
  • Prepare monthly, quarterly or annual project/programme/strategy reviews, participatory impact assessments, process and operations monitoring, real time, midterm and final evaluations and lessons learned workshops, while monitoring compliance with donor/UN/HQ requirements.
  • Supervise Monitoring and Evaluation support activities assigned to other staff to facilitate comprehensive and detailed coverage of M&E activities.
  • Collaborate with IOM units, donors, Implementing Partners and United Nations Country Team on monitoring aspects to provide relevant information for performance management and evaluations.
  • Draft regular monitoring reports for stakeholders such as donors/UN agencies and coordinate with Public Information Officer for utilization of M&E findings.
  • Contribute and facilitate regular sharing of M&E findings with relevant stakeholders and other IOM offices and departments.
  • Coordinate the process for identifying key performance questions, indicators and parameters for monitoring and evaluating performance and achievements.
  • Design the format for performance reports in line with M&E guidelines and donors/UNCT requirements, review and analyze monitoring reports and targets, highlight bottlenecks and recommend corrective measures.
  • Participate in selection and monitoring of Implementing Partners conducting surveys and studies for M&E.
  • Review availability and quality of existing social and economic data related to project/programme/strategy area for baseline statistics and monitoring.
  • Participate in activities with external partners, UN and donors to facilitate access to M&E data to stakeholders and undertake regular field travel to support M&E implementation.
  • Participate in development of projects/programmes in coordination with operational and resource management staff and verify budgets include necessary resources for M&E.
  • Support the “do no harm” principle and promote Accountability to Affected Populations approaches through awareness-raising and development of accountability mechanisms.
  • Keep abreast of internal frameworks for MEAL and RBM to ensure compliance with processes and strategies.
  • Perform other duties as assigned.

Requirements

  • Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience.
  • Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation.
  • Experience in project/strategy development and capacity-building activities.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
  • Experience in organizing consultations, workshops and seminars with high level stakeholders.
  • Strong writing and research skills.
  • Excellent communication and analytical skills.
  • High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas.
  • Strong interpersonal and teamwork skills.
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
  • Familiarity with financial and business administration.
  • Sound and proven understanding of internal and international migration issues in the country and in the Region.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Excellent knowledge of monitoring and evaluation techniques including evaluative methodologies and results monitoring plans.
  • Knowledge of UN cooperation frameworks and bilateral donor programming requirements.
  • Fluency in English and French (oral and written) is required.
  • Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
