The Líder de Equipo ICLA leads and coordinates the implementation of Information, Counselling and Legal Assistance (ICLA) projects in Colombia, ensuring technical and strategic alignment with NRC's programmatic strategy. The role involves internal and external coordination, budget execution, team leadership, and maintaining relationships with institutional and humanitarian actors to facilitate effective humanitarian response.
Responsibilities
- Supervise and manage personnel linked to ongoing ICLA program projects.
- Implement ICLA project action plans ensuring activity completion, proper budget use, and correct documentation management.
- Periodically monitor project implementation progress, identifying advances, challenges, and adjustment measures.
- Ensure application of NRC institutional policies, tools, manuals, and guidelines.
- Ensure projects target the most vulnerable populations based on identified territorial needs, promoting innovation and continuous improvement in assistance strategies.
- Foster and share ideas to strengthen the technical program.
- Prepare and present periodic progress reports and other required documents.
- Promote capacity development of project personnel ensuring transfer of key knowledge and skills.
- Engage and collaborate with local authorities and relevant stakeholders to facilitate processes and raise awareness about the ICLA program mission.
- Monitor humanitarian situation in prioritized territories, identifying alerts and emerging needs for URR decision-making.
- Promote the rights of persons in mobility in line with NRC's advocacy strategy.
- Support implementation of PSI activities included in the country office Action Plan relevant to the unit/team.
- Attend relevant PSI Basic Package training modules, including mandatory ones on PSI basics, PEAAS, Safeguarding, and Data Protection.
- Lead organization and implementation of ICLA programmatic activities in assigned locations and offices.
- Ensure compliance with basic competency strategy, tools, manuals, guidelines, and standards.
- Ensure technical quality in implementation of ICLA project activities and services, including monitoring results and delivered products.
- Promote equitable, safe, and inclusive participation of persons, households, and communities in all project phases according to NRC's Safe and Inclusive Programming (SIP) parameters.
- Coordinate needs assessments and collect key information to prioritize attention, guide response strategy, and support project and strategic/operational plan formulation.
- Monitor project budget execution in coordination with Management and Finance area, ensuring proper resource use per guidelines.
- Train, accompany, and technically support personnel under supervision, promoting capacity development.
- Supervise with MEAL the activities of assistants, officers, and consultants, verifying product delivery and compliance with terms of reference.
- Ensure registration, updating, systematization, and analysis of information related to participants, activities, indicators, and verification means.
- Prepare periodic narrative and quantitative reports on implementation and results of activities under charge.
- Identify, evaluate, and document technical improvements, program development options, and coordination initiatives with local authorities, partner organizations, and other relevant actors.
- Lead missions to identify populations of interest, prioritizing border, rural, and highly vulnerable localities.
- Frequently participate in field missions to provide technical support to supervised personnel and ensure quality implementation in line with NRC Protection Policy, donor requirements, and international standards.
- Plan, implement, and accompany workshops and training for public officials, participants, and partner agencies.
- Represent NRC in coordination forums in prioritized zones and other meetings as assigned.
- Support preparation of thematic publications and informational materials to strengthen ICLA program visibility and reach.
Requirements
- Professional in Law.
- Minimum of three (3) years of work experience in similar roles within the humanitarian aid context.
- Previous experience working in complex and volatile contexts.
- Basic knowledge of the English language.
- Proven experience of at least 3 years working in human rights defense, refugee rights, internally displaced persons, humanitarian and social protection contexts.
- Three (3) years of experience leading processes in humanitarian aid contexts.
- Minimum 3 years of experience working with affected communities according to program development context.
- Experience in personnel management and team leadership.
- Demonstrable experience and knowledge of international and national regulations related to human rights, international protection, refugee status, Temporary Protection Statute/Mobility Law and Law 1448 of 2011.
- Experience in social projects and fieldwork with vulnerable populations.
- Knowledge of the political and social situation of the country and the situation of persons in mobility.
- Minimum 2 years of proven experience in access to housing, land and property rights for priority groups.
- Proven experience working with social leaders.
